CARE Afghanistan is seeking a dynamic and experienced Humanitarian Response Coordinator to build, develop and lead CARE’s Humanitarian Response in the country. Afghanistan is currently categorized as Type 4 Drought Crisis: 7.8 million people in (Integrated Food Security Phase Classification) IPC Phase 3, and 3.2 million people in Emergency IPC Phase 4. This has to be seen within the severity and complexity of the other ongoing crisis in Afghanistan, such as Covid 19, a protracted and complex security crisis that is impacting the stability. By using the IPC classification and analytical approach’ Governments, UN Agencies, NGOs, civil society, and other relevant actors, work together to determine the severity and magnitude of acute and chronic food insecurity, and acute malnutrition situations in a country, according to internationally recognized scientific standards.

Within this context, there is a need to revitalize, stimulate, and further inject Humanitarian Response capacity in this specific context. This position holder is a member of the Country Leadership Team (CLT). The position is based in Kabul, Afghanistan with maximum 50% travel to the field (subject to the prevailing context). This is an unaccompanied position, and the operating context in Afghanistan requires at all times the staff to comply with the Safety and Security Principles of CARE. The current security rating for Afghanistan is Extreme, requiring the Humanitarian Response Coordinator to be strong in Analysis and able to work closely with field-based national staff.

Qualifications:

  • Advanced degree in relevant subjects, or equivalent combination of education and work experience
  • 8-10 years of development/ humanitarian management experience in complex environments
  • Experience in leading a multi-disciplinary team; strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil-military liaison, and Program Management
  • High level of expertise in representation and negotiation with high-level governments, donors and UN, Cluster Development, OCHA (United Nations Office for Coordination and Humanitarian Affairs), and IASC (Inter-Agency Standing Committee) networks
  • Experienced in Contingency planning and Disaster Preparedness
  • Media and PR experience to position CARE strongly in various fora
