Job Overview:
The position of Contrôleur(se) de Gestion involves integrating into the Desk team responsible for Haiti, Venezuela, and Ukraine, which consists of seven members. This team manages three missions of Solidarités International and contributes to the implementation of humanitarian strategies in these contexts through funding from various donors, including ECHO, CDC, CIAA, BHA, and UN agencies. The individual in this role will be responsible for ensuring the proper Financial Management of all missions, acting as the reference point for all financial questions in the geographical area, both at headquarters and in the field. The role includes budget management, ensuring compliance with internal procedures and donor requirements, and collaborating with both headquarters and field teams to develop and monitor the annual budget strategy for the missions and the desk.

Duties and Responsibilities:
The Contrôleur(se) de Gestion will have a comprehensive set of responsibilities, including but not limited to: ensuring compliance with the monthly financial cycle, leading the annual accounting closure process for the countries under the desk, supervising financial procedures implemented in the missions, verifying the updating of allocation tables and their coherence with budget monitoring, ensuring consistency between budget tracking and operational developments of programs in collaboration with the Program Manager, controlling cash flow needs for the missions, monitoring the reception of funds from donors in Coordination with the relevant Field Accounting Officer, validating the budgetary aspects of proposals, participating in the annual programming of the desk missions and service missions, exercising functional authority over administrative coordinators through candidate validation during recruitment, conducting briefings before missions, monitoring work on missions, performance reviews, and debriefings. The Contrôleur(se) de Gestion will also supervise the Assistant CDG and support staff, including recruitment, setting objectives, training, integration, and conducting evaluations.

Required Qualifications:
Candidates must possess a higher education degree, preferably from a business school or a master's degree in management/finance. They must have indispensable experience in an NGO in a financial coordination role in the field for at least two years or in a similar position. The role requires a solid understanding of accounting and management procedures, knowledge of donor regulations (ECHO, EU, BHA, CDCS, UNICEF, etc.), a high level of rigor in work, and strong interpersonal skills to interact with various services and expatriates in the field.

Educational Background:
The educational background required for this position includes a higher education degree from a business school or a master's degree in management or finance. This educational foundation is essential to ensure the candidate has the necessary skills and knowledge to perform the financial management duties effectively.

Experience:
The position requires a minimum of two years of experience in a financial coordination role within an NGO, particularly in a field setting. This experience is crucial for understanding the complexities of financial management in humanitarian contexts and for ensuring compliance with various donor regulations and internal procedures.

Languages:
The mandatory language for this position is excellent proficiency in English, along with a good command of Spanish. Knowledge of the accounting software SAGA is considered a plus, enhancing the candidate's suitability for the role.

  • The position is based at the headquarters of Solidarités International in Clichy, with approximately 15% field travel required. There is also the possibility of teleworking in France, allowing for 4 to 12 days of telework per month or 100% telework with three mandatory in-person days per month, as per the current telework charter and agreement with the manager. The gross monthly salary ranges from €3183 to €3316, depending on the salary scale in effect. Employees are entitled to 2.0833 vacation days per month and 1 day of RTT for each full month worked. Additional benefits include 80% coverage for health insurance, 60% for meal vouchers, and 50% for transportation costs covered by the organization. There are also recovery days and full medical coverage during field missions.
