Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Contracts/Grants Manager position on an anticipated USAID-funded program in Colombia.

Position Description/Summary:

The anticipated 5-year USAID-funded activity titled ‘Invest for Climate’ (I4C) seeks to leverage and mobilize public and private finance to support Colombia’s climate adaptation and mitigation targets in key sectors by both increasing the supply of Climate Finance by financial and government institutions and increasing the demand for finance by climate smart projects and businesses. I4C will also strengthen Colombia’s enabling environment to encourage more climate smart investments that can advance its climate adaption and mitigation targets. The Activity has three overall objectives:

Objective 1: Financial institutions invest in climate smart projects and businesses.

Objective 2: There is a robust pipeline of viable climate smart projects and businesses.

Objective 3: There is an improved environment for climate smart investment.

I4C will build upon USAID/Colombia’s work in this sector by mobilizing finance to reduce GHG emissions, boost Climate Change resiliency, and reduce poverty and insecurity by creating jobs that are socially and environmentally sustainable. The activity will also channel climate finance into projects and businesses related to Clean Energy, climate adaptation, green transportation, and sustainable Agriculture, Forestry and Other Land Use (AFOLU).

Working under the direction of the Chief of Party (COP), the Contracts/Grants Manager will be experienced in, and responsible for the project’s contracting, subcontracting, grants, and procurement operations including oversight of award/procurement issuance, management and closeout processes while ensuring compliance with USAID, local laws, and Tetra Tech rules and regulations. Should USAID/Colombia include an ‘Activity Fund’ in the I4C Request for Proposal (RFP) that is inclusive of all local subcontracts, grants, consultants and activity-based procurement, then the Contracts/Grants Manager would serve as the Activity Fund Manager and lead the oversight of the I4C Activity Fund. This would be a full-time position based in Colombia for the full life of project (anticipated five years).


*Define and manage the grant application (RFA/APS) and selection processes in collaboration with technical staff and in accordance with Tetra Tech and USAID policies and procedures.

*Support project implementation by providing resources, tools, and solutions to complex regulatory challenges.

*Manage the project's grants under contract (GUC) portfolio.

*Ensure compliance with GUC Administration policies and procedures of Tetra Tech and USAID.

*Monitor and manage the finances of the grants in coordination with the Chief of Party and Finance Manager.

*Strengthen the capacity of the project personnel and grantees in the administration of the GUCs.

*Maintain current knowledge of the rules and regulations of the United States Government (FAR, AIDAR, ADS, CFR).

*Close out grants in accordance with Tetra Tech and USAID Grants Management policies and procedures.

*Oversee, manage and coordinate all contracts and procurement activities.

*Serve as the I4C Activity Fund Manager, providing oversight, administration and compliance support for all local grants, contracts, procurements and consultancies under the Activity Fund designation.


*Bachelor’s degree in a social science, financial, business administration, law, or other relevant discipline.

*At least five (5) years of management experience in the administration of sub-grants and/or sub-contracts for international development projects.

*Experience track record managing multi-disciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.

*Professional fluency in Spanish and English.

*Experience with USG or international procurement policies and regulations is highly desirable.
