Plan International began operating in Jordan in 2016 to address the biggest inequalities and violations of children’s rights. One of the key areas of work for Plan international in Jordan is helping young people to gain the skills and knowledge they need to get decent jobs.

Background of the assignment

The stated aim of the project is to develop a working manual to support and empower refugees and vulnerable communities in host populations to administer youth-led advocacy campaigns to ensure social change in their community. The advocacy manual will:
  • Build the capacity of youth representatives from across Jordan in a number of key areas related to advocacy, policy, and influencing, social change and Community Mobilization.
  • Increase the knowledge of youth on the contemporary methodologies and techniques utilised to ensure social change, as well as highlighting contextual and practical real-world applications.
The target audience for this project are young women and men aged between (17-24) who are at risk of or have experienced protection issues i.e. Child Early and Forced Marriage (CEFM), Gender-Based Violence (GBV), etc.

Scope of the assignment Under the direct supervision of the relevant Project manager, the Advocacy & Influencing manager, and in consultations with the technical unit at Plan international Jordan, the consultant will undertake the following tasks: Propose a draft outline of the content of the Training Manual based on this ToR and a desk review.

Develop a draft and final version of the Training Manual to a standard acceptable to Plan international - Font type: Simplified Arabic. Font Size: 12 Develop a toolkit for the Manual. (Please note that the toolkit is not included in the page limit of the Manual).

Conduct a ToT (training of trainers) session on how to administer the advocacy manual to youth.

Training Manual Requirements:

  • Define and explain key concepts related to advocacy, policy and influencing and specifically, in reference to girls rights and Gender Equality.
  • Outline how to:
  • Identify policy issues and define key messages
· Conduct stakeholder Analysis and define your target audience.

· Design and conduct strategic and effective advocacy and communication campaigns · Build effective partnership and alliances to further your campaign goal.

· Measure results and asses campaign impact.

It is important to note that the manual should highlight practical examples, case studies, and success stories, ideally from the local context, to better illustrate the outlined points. Additionally, the training manual should be interactive in style and the language used should inspire and engage the youth to take a hands-on approach to campaigning, while encouraging them to reflect and think creatively.

Deliverables and timeframe

The consultant will perform required duties within a period of 40 days in the period between 5th of March and 11th of April 2021 The consultant is responsible for the following deliverables: Submission by the Consultant of draft work plan, final concept paper, outline of training manual and accompanying tools 10th March 2021 Submission by the consultant the training manual and accompanying tools first draft.

31st March 2021 PIJ feedback and comments on the training manual shared with the Consultant.

8th April 2021 Presentation by the Consultant of the revised final version of the training manual with integrated feedback and comments from PIJ.

13th April 2021 Formal submission of the final version of the training manual, incorporating received feedback, in soft copy by email in pdf and word format as well as a hard copy 18th April 2021.

Competences and qualifications

Education:

Degree in International Relations, anthropology/social/political sciences, Law, gender studies, or other relevant field. Advanced degree preferred.

Experience:

Proven and substantial experience designing and developing training manuals, or materials of similar kind; At least ten years’ experience in the field of advocacy, policy, and influencing, preferably in the context of Civil Society in the MENA region.

At least ten years’ experience in conducting trainings, advocacy campaigns, preparing position papers and leading social dialogue.

Language: Excellent Arabic & English language skills required, both written and oral.

Budget and Payment Procedure

The service provider shall submit a budget sheet with a detailed breakdown including applicable taxes at the time of proposal submission. The budget should cover all fees of designing, implementing, TOT technical workshop for the consultancy duration.

PLAN Jordan shall release the budget of the agreed amount through an account payee cheque in the name of the service provider.

Payment will be in three installments; these are: § First installment: 25% after the approval of the proposed first Draft.

§ Second installment: 75% after the submission of the final version Ethical and Child Protection considerations

The assignment will require the consultant to interface with children and therefore the consultant is required to provide a statement on the respect and protection of Child Rights, Human Rights and dignity of participants compliant with Plan’s Child Protection Policy.

The consultant shall read and sign Plan’s child protection policy (CPP) as fully understood and in agreement to in all respects and shall follow this in all and every respect during the term of the consultancy.

The consultant must follow Ethical Principles in a research and obtain written/verbal consent from the subjects. Permission from elder should be sought if the children under 18 years are involved as subjects. Signed informed consent of each child and his/her parents need to be taken after explaining the purpose of the study.
