Job Description

  The TB Innovations and Health Systems Strengthening (TB IHSS) Project is a 5-year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art Capacity Building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Project will identify and help implement proven approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care.


Implementation of Universal Health Care (UHC) through the City-wide TB Elimination Campaign (CiTEC) in Cebu City aims to generate evidence and develop approaches, tools and systems that can guide the Department of Health (DOH), PhilHealth and Local Government units (LGUs) in establishing an integrated health care delivery system that will provide affordable quality TB services along the continuum of care. The initiative introduces the following major UHC reforms critical to integrating the health system: (1) establishment of a health care provider network, (2) setting up of a Special Health Fund, and (3) development of contracting mechanisms for the provision of TB services and commodities. TB IHSS will work with concerned USAID implementing partners (IPs) in assisting Central Visayas Center for Health Development (CVCHD), PhilHealth Regional Office (PRO) 7 and Cebu City LGU in using TB as handle in developing an integrated health system. The TB Navigators will play an important role in facilitating access of families to TB services along the cascade of care and in referring them to the health care provider network.

Job Summary

Under the direct supervision of the Senior Health Systems Strengthening (HSS) Specialist, the Consultant for the TB Navigator’s Manual will perform the following tasks: · Review the service delivery protocol of CiTEC and other materials relevant to the role and functions of TB Navigators; · Based on the service delivery protocol and in consultation with the Cebu City Health Office, barangay officials, DOH Central Visayas Centers for Health Development, CiTEC team and other concerned stakeholders, develop a manual that will guide TB Navigators in understanding their role and carrying out their duties and responsibilities under CiTEC; · Pretest and revise the manual; · Develop materials for the orientation of TB Navigators; · Orient TB Navigators on their role in navigating TB patients along the TB cascade of care based on the revised manual; · Finalize the manual based on the results of orientation activities; · Conduct relevant activities assigned by the Supervisor.


· Masters’ degree in Public Health and/or other health related fields or equivalent; MD preferred.** · At least 5-year experience in Health Policy or Program Management/ implementation; previous work related to TB program preferred.

· Experience working with the DOH, Centers for Health Development, local government units and development partners; previous engagement with USAID partners preferred.

· Experience in developing tools for capacity building, especially of community volunteers in providing health assistance in the community.

· Ability to handle large volume of work and meet tight deadlines.

Required Skills

· Excellent writing and verbal communication skills · Excellent Interpersonal Communication skills and ability to work effectively with a variety of audiences and organizations · Ability to work effectively, both independently and in a team unit · Demonstrated proficiency with using Microsoft Office Suite Supervision and Reporting

The Consultant for the TB Navigator’s Manual is supervised and evaluated by the Senior HSS Specialist.
