  Consultancy to support immunization activities in Central Africa Republic focused on data-driven management to support improvements in routine immunization systems planning and service delivery Background:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, Health Emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country delegations) comprise the IFRC Secretariat.

At Geneva level the Health and Care Department consists of four teams: Emergency Health, RCCE, WASH and Community Health. This consultancy will work with the Community Health Team and will provide Technical Support to Central Africa Republic Immunization project.

Successes to date of the CAR immunization project:

In the Central African Republic, IFRC and the Central African Red Cross are supporting the national routine immunization program in conflict-affected districts, in an area the size of Germany. Red Cross volunteers support microplanning processes and registration of children with local health centers where they receive vaccination services, through Red Cross presence in each of 3,200 villages in some of the hardest-to-reach areas. Staff are also embedded in the health clinics and at the district health office to support the government-run system. In 2020, Red Cross-supported teams vaccinated over 27,000 infants with their third and final dose of the Pentavalent vaccine, protecting them from five major diseases: diphtheria, tetanus, pertussis (whooping cough), hepatitis B and Haemophilus influenzae type b (a deadly bacterium which can cause meningitis, pneumonia and septicaemia) (DTP-hepB-Hib). Red Cross-supported teams reached close to 65% of the total infant population in those districts, doubling the number of infants reached compared to 2018.

Overall objective of this consultancy:

The overall objective of this consultancy is to provide technical support to routine immunization systems planning and service delivery in eastern Central African Republic Consultancy three core objectives

Objective 1: Provide technical support to allow for expansion of the program including development of databases for microplanning, villages, names of volunteers, and data system for community component.

Objective 2: Provide technical support for GPS work in CAR, including triangulation and validate of all GPS points. The consultant should have familiarity with dealing with building footprints from satellite images and how that it used in the Quality Control process.

Objective 3: Provide Technical Assistance for routine immunization and community component, including community data systems Alignment to the IFRC’s Strategy 2030

The consultancy aligns to the Federation’s Strategy 2030 as it supports the achievement of Global Aims; Global Aim 1: People anticipate, respond to and quickly recover from crisis.

Management of consultancy

The consultant will be managed by the Senior Officer, Immunization.

Time allocation and location

There will be no travel associated with this consultancy.

All work can be done from the consultant’s home location.

Consultancy requirements

Experience providing distance technical support to community based immunization programs.

Experience working in a complex operating environment.

Experience in supporting Data Collection with mobile devices.

Experience in GPS Prior experience within the Red Cross and Red Crescent movement is desirable.

The consultant will be contracted by the IFRC and the standard contractual terms will apply.
