Job Description

  The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase Agricultural Productivity and raise rural incomes, and  advocates at the local, national and international level for policies that contribute to rural transformation.

Post's organizational accountability

The Consultant will report to the Senior Partnerships Officer in the Global Engagement, Partnership and Resource Mobilization (GPR) Division, and work in close collaboration with members of the STC Unit.

Key results expected / Major functional activities

Under the day-to-day supervision of the Senior Partnership Officer, the consultant will work to support the implementation of IFAD's South-South and Triangular Cooperation (SSTC) agenda, and will perform the following duties: STRATEGY AND RESOURCE MOBILIZATION
  • Support the consultation process and finalization of the new IFAD Strategy on SSTC, for eventual presentation to IFAD’s Executive Board in September 2021. These tasks will include preparing documentation, arranging internal and external review meetings and incorporating feedback and inputs received. 
  • Support the consultation process and finalization of the proposed Multi-donor Funding Facility on SSTC and undertake the necessary activities to mobilize resources and operationalise it. These tasks will include: drafting of the implementation guidelines and framework agreement; liaising with the relevant IFAD divisions and departments for review and internal approval; developing a resource mobilization (RM) plan; supporting the mobilization of initial resources through engagement with selected Member States; etc. 
  • Undertake any other related duties as requested by the supervisor.

Minimum recruitment qualifications

  • Master’s degree in Business Management, Social Sciences, Public Administration, International Relations or other related fields.  The Advanced University degree may be substituted by a first university degree (Bachelor or equivalent) plus at least four additional years of relevant professional experience, over and above the minimum number of years of experience as stipulated below.
  • Proven ability to effectively manage relationships with private sector and other development partners.
  • Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
Language requirements:
  • Excellent written and verbal communication skills in English. Working knowledge of another official language (Arabic, French, or Spanish) is desirable.
Other information

Consultants are not considered staff of IFAD. This consultancy assignment does not carry any expectation of employment, extension or conversion to another type of contract with the Fund. This is a Call for Interest for a Consultant Roster for Assignments from 60 to 120 days.

In the interest of making most cost effective use of funds and resources, we are only able to respond to applicants who are short-listed for interview. Candidates who do not receive any feedback within three months should consider their application unsuccessful.

Candidates may be required to take a written test and to deliver a presentation as well as participate in interviews.
