Job Overview:
The Frontier Tech Hub (FT Hub) is a collaborative initiative working with the UK Foreign Commonwealth and Development Office (FCDO) at the intersection of technology, innovation, and international development. The FT Hub is currently transitioning from its second phase of programming (FT2) to a new phase (FT3) and seeks an experienced consultant to facilitate a comprehensive programme design process. This role involves leading a structured approach to programme design, covering aspects such as delivery models, operations, management, budgeting, and ensuring value for money. The consultant will engage with consortium partners, convening collective discussions and working independently with individual partners to drive the design process forward. Duties and Responsibilities:
The consultant will be responsible for several key activities, including: 1. Developing a comprehensive Programme Design process with required outputs and a timeline not exceeding four months. 2. Ensuring accountability among FT Hub stakeholders for timelines and outputs, providing necessary support. 3. Leading and facilitating workshops for technical solution design and programme design at both consortium and individual organization levels. 4. Establishing overarching design principles to ensure alignment across consortium partners. 6. Integrating cross-cutting themes such as gender and localization into the programme. 7. Producing high-quality outputs to ensure a common understanding among consortium members and translating the design process into a comprehensive proposal for FCDO.
Required Qualifications:
The position requires essential qualifications, including: 1. A minimum of 10 years’ experience in programme design for multi-million bi/multi-lateral agencies. 2. At least 10 years of experience in the international development sector, working with INGOs, private sector consultancies, innovation agencies, or government. 3. Significant demonstrable experience in programme design and bid/proposal documentation for the FCDO, with at least 5-6 multimillion-pound proposals submitted. 4. A deep understanding of technical programme design requirements, including Theory of Change, Programme delivery models, Governance Structures, Org Charts, Commercial Considerations, Risk Management, and cross-cutting themes. 5. Strong communication skills, particularly in articulating programme objectives and managing diverse stakeholder views.
Educational Background:
