Job Description

  The UNDP Independent Evaluation Office (IEO) organizes biennial National Evaluation Capacities (NEC) Conferences and has established a National Evaluation Capacities (NEC) Information Centre, which houses all of the information from past NEC Conferences, including papers, presentations, proceedings, videos and photos. The NEC Information Centre also includes other publications and documents, and as well as “country evaluation profiles”, which includes information on  (i) national evaluation policy and strategy frameworks; (ii) key national evaluation stakeholders; (iii) featured national evaluations; (iv) NEC conference participation; and (v) development partner initiatives supporting evaluation Capacity Development and evaluations. This is intended to be a resource for countries interested in looking at examples from other national evaluation systems, as well as for development partners engaged in evaluation capacity development support initiatives.

The NEC Information Center has just been upgraded, and the IEO is in need of a consultant to assist in quality assuring the new website (e.g. checking all of the links, ensuring content is in the right place, proofreading and editing text, establishing trouble tickets where the website developers need to make changes). It is expected that this would entail 10 days of full-time work over a two-week period. In addition, the consultant would provide ongoing support, with approximately one-half to one day per week, to help update and develop new website content, keep the events pages current, address issues, and encourage website use over a six month period.

Duties and Responsibilities

Quality assure the new NEC Information website (proofread and edit text, check that all links are functional and relevant, ensure content is in the appropriate place in the website, establish trouble tickets where the website developers need to make changes and make recommendations to the IEO team regarding additional text or information that should be added to the website, and necessary preparation for launching of the website). (10 days full-time work immediately upon signature of contract.) Provide ongoing support, with an expected input of six days per month (one-half to one day per week) for six months from the time of signature of the contract, to keep the website fresh and updated with new content, new events, new information on the country evaluation profiles, fixing or removing broken links, researching information on national evaluation capacity development and drafting text for the website or other UNDP reports.  This may include liaising with colleagues in the evaluation capacity development team as well as the IT and communications team, and other partners.

Required Skills and Experience

Education

  • A master’s degree or higher in a relevant field (such as but not limited to evaluation, international development, economics, Political Science, Social Policy, or communications).
Skills and experience

  • At least five years of professional experience in the field of international development, evaluation, national evaluation systems and/or evaluation capacity development. Experience in communications would be an advantage.
  • Experience website Content Management and using other standard IT tools;
  • Experience with visual presentation of data and text;
  • Understanding of issues surrounding national evaluation capacity development and M&E systems;
  • Solid understanding of the UN context and the Sustainable Development Goals.
Language

  • Excellent writing and proofreading skills in English required. Ability to read French and/or Spanish a significant advantage.
