Job Overview:
The position of Consultant National appui à l'ENAM involves providing senior consultancy services aimed at enhancing the training and capacity-building framework of ENAM (Ecole Nationale d'Administration et de Magistrature) for the development of public sector capabilities. The consultant will be responsible for assessing current training methodologies, identifying gaps, and proposing improvements to strengthen the educational framework. This role requires a blend of strategic thinking and practical implementation skills to ensure that the Training Programs meet the needs of the public sector effectively. The consultant will work both remotely and on-site in Antananarivo, with travel to various regions as necessary. The duration of the consultancy is set for 60 working days over a period of 6 months, allowing for flexibility in scheduling and execution of tasks.
Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
- Conduct a comprehensive assessment of the existing training programs at ENAM, including curriculum, teaching methods, and resource materials.
- Collaborate with ENAM staff and stakeholders to identify specific training needs within the public sector.
- Develop a strategic plan for enhancing the training framework, including recommendations for new courses, teaching methodologies, and evaluation processes.
- Facilitate workshops and training sessions to implement the proposed improvements.
- Monitor and evaluate the effectiveness of the training programs and make adjustments as necessary.
- Prepare detailed reports on findings, recommendations, and progress throughout the consultancy period.
- Ensure alignment of training programs with national development goals and international best practices.
Required Qualifications:
Candidates must possess the following qualifications:
- Proven experience in Public Administration, education, or a related field.
- Strong understanding of capacity-building strategies and training methodologies.
- Excellent analytical and problem-solving skills.
- Ability to work collaboratively with diverse stakeholders, including government officials, educators, and community leaders.
- Strong communication skills, both written and verbal, in French and English.
- Familiarity with the public sector in Madagascar is an advantage.
Educational Background:
A minimum of a Master's degree in Public Administration, Education, Social Sciences, or a related field is required. Additional certifications in training and development or Capacity Building will be considered an asset.
Experience:
Candidates should have at least 5 years of relevant professional experience in public sector training, capacity building, or educational program development. Experience working with international organizations or in a consultancy role is highly desirable.
Languages:
Fluency in French is mandatory, while proficiency in English is considered a strong asset. Knowledge of Malagasy would be beneficial but is not required.
Additional Notes:
This position is classified as a local consultancy, meaning that candidates must be residents of Madagascar or have the legal right to work in the country. The contract is for a fixed duration of 60 working days over 6 months, with a flexible schedule. The consultant will be compensated based on the UNDP's standard rates for individual contractors. The role requires both home-based work and on-site presence in Antananarivo, with potential travel to other regions as part of the consultancy.
