The Government of Mozambique in partnership with FAO, WFP and IFAD, with EU funding are implementing a joint Programme on ‘Accelerating Progress towards the achievement of the Millennium Development Goals in Mozambique (MDG 1c)’. The overall objective of the program is to reduce by half the proportion of people suffering from hunger in Mozambique by 2018.
In Mozambique, SETSAN estimates that 24% of households (1,150,000 households) experience chronic food insecurity whereas 3.5% (168,000 households) have acute food insecurity. In rural areas, the prevalence of food insecurity is almost double of that in urban areas – 29% versus 15%. In addition, according to the Mozambique Demographic and Health Survey (2011), 43% of children under 5 years of age suffer from chronic malnutrition.
The FAO MDG1c Sub-programme addresses aspects that contribute to low agricultural productivity and food diversification; low family income and poverty; and the underlying causes of malnutrition, among other related aspects. Recognizing that limited access to high nutritional value foods coupled with a lack of knowledge of good food, nutrition, health and hygiene practices are among the key factors that contribute to high rates of chronic malnutrition, the FAO Sub-programme has a dedicated sub-component on ‘Nutrition Education and Home Gardens’. The objective of the sub-component is to contribute in a sustainable way towards addressing micronutrient deficiencies and the prevention of chronic malnutrition by increasing the production, availability and consumption of vegetables, fruits and chickens; and nutritional education and social behavior change communications for the promotion of appropriate healthy and nutritional behaviors and practices.
This sub-component is being implemented in 7 Districts of the provinces of Manica (Gondola, Sussundenga, Manica), Sofala (Nhamatanda and Gorongosa) and Zambézia (Alto-Molocue, Gurue. The sub-component directly targeted and reached 28,800 women and their families, which corresponds to about 4,115 women per district in each of the 7 target districts. The criteria for selecting the beneficiary women was aligned to the Scaling Up Nutrition (SUN) 1000 Days ‘window of opportunity’ therefore included pregnant and lactating women and caretakers of children of less than 5 years of age. All these beneficiaries are also those residing in vulnerable communities to food insecurity and reached by FAO Sub-programme activities on Farmer Field Schools and others.
After 3 years of field implementation and as the MDG1c is reaching the end, it is necessary to undertake a final evaluation of the impact of the Nutrition Education and behavior change communications integrated with Home Gardens activities at community level using a similar set of tools and methodology that was used for the baseline survey. However, as a further standardization aspect, the endline will also include a control group where none of the project activities were implemented.
All tasks should be carried out in close coordination with FAO (Nutrition and Monitoring and Evaluation specialists). The whole assignment will be carried under the direct guidance and supervision of FAO (Nutrition and M&E Specialists).
The evaluation objectives are as follows:
To measure the results and impact of the nutrition education and behaviour change communications and Home Gardens activities at community level on knowledge and adoption of appropriate nutrition and health practices;
Evaluate the efficiency and effectiveness of the approach and methodology used (Care Group Approach) in promoting inclusion and behaviour change; and
Provide recommendations on nutrition education and behaviour change communications, home gardens, and linkages of agriculture to nutrition that would influence development of policies and programmes as necessary in this area.
Critical aspects to be considered:
(i) Provide information on the current situation and impact of project on production and consumption of vegetable and fruit crops:
- Number of horticultural crops grown at the household level;
- Number of fruit trees produced at the household level;
- Types of horticultural crops produced at the household level and their use;
- Types of fruit crops grown at the household level and their use;
- Changes in the production and consumption of vegetable and fruit crops and related factors.
(ii) Provide information on the current situation and impact of project on the rearing and consumption of chickens and eggs:
- Chickens and egg production at the aggregate level and their use;
- Integration of the consumption of chickens and eggs in the food diet of the aggregates;
- Changes in the production and consumption of chickens and eggs and related factors.
(iii) Provide information on current situation and changes on habits, practices, attitudes, beliefs and taboos related to dietary practices of local populations, especially regarding vulnerable groups, women and children under 5; and related factors to any changes observed.
(iv) Understand the factors that facilitate or prevent the adoption of appropriate behaviors for improving health and nutrition at the community and household level and impact of project activities on these factors;
(v) Analyze, understand and highlight aspects that influenced the efficiency and effectiveness of the methodology and approach used in the implementation of the subcomponent;
(vi) Identify and make key recommendations for promotion of nutrition education and behavior change interventions, home gardens and agriculture’s contribution to improving nutrition levels.
Tasks and responsibilities
The consultant will have the following specific tasks and responsibilities:
- Develop methodology for the evaluation in consultation with FAO;
- Develop and pre-test instruments for data collection;
- Train staff on data collection using the tools developed;
- Supervise data collection and ensure quality control;
- Data processing and analysis;
- Prepare and submit a satisfactory report of the evaluation to FAO.CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
- Advanced Degree in at least one of the following areas: Food Security and Nutrition, Agriculture Economics, Social Sciences and other relevant areas.
- At least 5 years of experience in conducting studies on nutrition education, behavior change communications and food security. Good experience in data processing, analysis and production of technical reports.
- Working knowledge of English and limited knowledge of Spanish.
