ONU Femmes leads and coordinates the UN system's efforts to translate gender equality commitments into concrete actions worldwide, establishing effective partnerships with civil society and other stakeholders. The organization supports governments in collecting and utilizing gender-specific data through its flagship program 'Making Every Woman and Girl Count,' aiming to improve the quality and accessibility of gender-related data and statistics.

Job Overview:
The consultant will be responsible for conducting a comprehensive regional study on gender observatories in West and Central Africa. This study aims to analyze the current institutional and financial status of these observatories, their involvement in national development programs, and how gender statistics are utilized to influence public policies for gender equality. The consultant will work closely with national stakeholders and will be expected to conduct field missions to one or two countries to engage with gender observatories. The findings will be presented at a workshop organized by ONU Femmes in 2025, focusing on identifying challenges and best practices in promoting women's rights through these observatories.

Duties and Responsibilities:
  • Analyze the relevance and effectiveness of the 2014 recommendations regarding gender observatories.
  • Assess the legal status of gender observatories, including their creation decrees, functions, and internal organization.
  • Conduct qualitative analyses to identify challenges and best practices in the relationship between observatories and their supervising ministries.
  • Evaluate the role of observatories in Data Collection and their capacity to use statistics to influence public policies for gender equality.
  • Understand how other gender ecosystem actors collaborate with observatories and how the data they generate contributes to women's economic empowerment.
  • Develop a list of innovative recommendations to enhance the influence of these observatories.
  • Prepare and submit various deliverables, including an initial report, a draft report, a final report, and a PowerPoint presentation summarizing the study's findings and recommendations.

Required Qualifications:
  • A minimum of a Master's degree in sociology, gender studies, anthropology, international law, or public Administration.
  • A Bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a higher degree.
  • At least ten years of experience working on gender issues and Gender Mainstreaming.
  • Proficiency in survey tools and studies related to institutional and gender issues.
  • Knowledge of public administration and ministries in West and Central Africa.
  • Proven ability to analyze gender data and integrate gender considerations into reports and strategic recommendations.
  • Familiarity with Human Rights, governance, and women's empowerment issues in public spheres.
  • Experience in assessing needs and capacities regarding existing data and statistical capabilities.
  • Previous work experience in sub-Saharan Africa is an asset. 1
  • Experience working with the UN system, particularly ONU Femmes, is a plus.

Educational Background:
Candidates must possess at least a Master's degree in relevant fields such as sociology, gender studies, anthropology, international law, or public administration. A Bachelor's degree with additional relevant experience may also be considered.

Experience:
The position requires a minimum of ten years of professional experience in gender-related work, with a strong background in institutional Analysis and gender statistics. Candidates should have demonstrated experience in producing clear reports with in-depth analysis and strategic recommendations in both French and English.

Languages:
Fluency in both written and spoken French and English is mandatory. Proficiency in additional languages may be considered an asset.

Additional Notes:
The consultant will work remotely and may need to travel to one or two countries in the region for field missions, with specific dates and locations to be determined. The contract will be based on a fixed fee, with payments made upon satisfactory completion of deliverables as outlined in the job description.
