Organizational Setting FAO Kyrgyzstan is implementing a project on support to development of sustainable value chains for climate-smart Agriculture in Issyk-Kul and Naryn Regions by providing technical assistance on institutional strengthening and capacity. FAO plans to identify the key value chains in the target regions, providing recommendations on infrastructure needs in each rayon of these regions, building the institutional and technical capacities of local communities to operate the storing infrastructure, as well as increasing their overall productivity and resilience to Climate Change.

Reporting Lines Under the overall supervision of the Assistant FAO Representative in Kyrgyzstan and direct supervision of LTO, in close Coordination with the national counterpart, the National Project Coordinator (NPC), the consultant will undertake the following duties: Technical Focus Agricultural economy, institutional and policy Analysis.

Tasks and responsibilities
  • Conduct an analysis of institutional and policy system with the focus on extension services provision in the country, trade and logistical centers to be built by the Government, possibilities for contract farming and management of cooperatives and associations.
• Discuss the prepared analysis with the Government counterparts.

• Revise the analysis addressing the Government’s comment and prepares the final draft.

• Prepare a set of recommendation on institutional and policy system enhancement in the country.

• Prepare set of requirements for selection of 15 cooperatives/farmer groups who will run the project facilities provided by the IsDB project and discusses it with the IsDB team.

• Identify capacity needs in institutional strengthening of cooperatives/farmer organizations involved in the project.

• Participate in training sessions, workshops organized by the project as requested • Perform any other duties when required.

  1. Advanced university degree in agricultural sciences / agro-economy / economics, or related field
  2. Research, Data Analysis, analytical and reporting skills
  3. At least 5 years of working experience in one or more of these areas: agricultural policy analysis, value chain analysis and development, agricultural and agri-Business Development
  4. Working knowledge of English and Russian
  5. National of the Kyrgyz Republic
