Job Description

The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organization which provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide. NRC has been working in Syria providing protection and assistance to internally displaced people and host communities through implementation of activities in Shelter, WASH, Education, Cash Assistance and Information Counselling and Legal Assistance Presently, NRC, Middle East Regional Office (MERO)is developing a list of service providers for the purpose of conducting specialized research for its Information Counselling and Legal Assistance (ICLA) programmes in the region.

Required skills and experience: :
  • Experience in the field of Law, forced displacement and Humanitarian Assistance;
  • A Bachelor’s Degree in any Social Science or related subject;.
  • Strong knowledge of International Law frameworks for durable solutions, refugees, displaced persons and International Human Rights law, particularly in relation to civil documentation and Housing, Land and Property rights;
  • Strong knowledge of the Middle East region with a focus on the Syria crisis;
  • Excellent research and drafting skills including Legal Research and Analysis;
  • Basic knowledge of quantitative and qualitative research methodologies including ability to incorporate field data into legal research and findings;
  • Ability to work well with various stakeholders at different levels including country teams, regional office, monitoring and evaluation staff and external stakeholders including UNHCR and other organizations and forums;
  • Proven capacity to coordinate and collate different inputs into research documents;
  • Fluency in written and spoken English; Arabic will be an asset;
  • Excellent teamwork and communication skills, flexibility and good organizational skills;
  • Excellent writing and communication skills;
  • Proven ability to operate under strict deadlines and high level of discipline and professionalism;
  • Consultants should be able to provide proof of registration to NRC. The lack of registration is not a reason for disqualification, however whenever possible we should have the registration documents. For those who cannot provide this document, the consultants MUST sign the “The Consultancy Declaration” annexed to their contract with NRC.
