Job Overview:
The consultant will support the Sustaining Peace in Bougainville - Post-Referendum Support project, which aims to facilitate partnerships between the Government of Papua New Guinea and the Autonomous Bougainville Government. The project focuses on promoting local Economic Development in conflict-prone communities, enhancing community cohesion, and providing livelihoods opportunities. The consultant will work closely with various stakeholders, including local governments, Civil Society Organizations, and pilot communities, to ensure the successful implementation of project activities. The role requires a strong understanding of peacebuilding, gender-responsive initiatives, and the socio-economic context of Bougainville, as well as the ability to engage effectively with diverse groups.
Duties and Responsibilities:
The consultant will be responsible for providing Technical Support in project Design, implementation, monitoring, and evaluation. Specific tasks include:
- Developing a comprehensive Technical Support Plan for the project.
- Designing and implementing a Sensitization and Awareness Strategy to raise awareness among pilot communities.
- Conducting stakeholder consultations and documenting findings.
- Collecting and analyzing relevant documentation to consolidate knowledge and lessons learned.
- Identifying potential risks in pilot communities and developing mitigation measures.
- Creating a framework for monitoring and evaluating project progress.
- Developing a Capacity Building Plan for project stakeholders.
- Compiling a Final Report detailing the support provided throughout the project.
Required Qualifications:
Candidates must possess a Bachelor’s degree and have at least 5 years of progressively responsible work experience in providing assistance and Coordination support to government entities, civil society organizations, and development partners. Experience in peacebuilding, particularly gender-responsive peacebuilding, is essential. Candidates should also have experience in coordinating, implementing, monitoring, and evaluating development programs and projects, as well as experience working in Bougainville and with at least two of the three pilot communities (Kon’nou, Tonnu, and Bolave).
Educational Background:
A Bachelor’s degree is required for this position. Candidates with advanced degrees in relevant fields such as social sciences, international relations, or development studies may be preferred.
Experience:
The position requires a minimum of 5 years of relevant experience, particularly in peacebuilding and development contexts. Candidates should have a proven track record of working with government and civil society organizations, as well as experience in project management and implementation in Bougainville.
Languages:
A good command of English, both written and oral, is mandatory. The ability to communicate in Tok Pisin is required, and knowledge of another local language is considered an asset.

- The position is full-time, and UN Women is committed to diversity and inclusion in its hiring practices. The consultant will be compensated based on a daily rate, and travel costs will be covered by UN Women as needed. The financial proposal must be submitted in PGK, and all costs should be included in the lump sum amount proposed.
