Job Overview:
The consultancy aims to conduct an in-depth assessment of the impact of increased female representation in parliament on legislative productivity and the outcomes of financial support to women farmers in enhancing Agricultural Productivity and economic empowerment. This study is particularly relevant following the enactment of the Gender Equality and Women’s Empowerment (GEWE) Act in 2022, which has led to a historic increase in female representation in Sierra Leone's parliament. The consultant will analyze the synergies between women's political representation and economic empowerment, especially in rural and agricultural sectors, providing evidence-based insights to inform policy and programmatic decisions by the government and international partners.
Duties and Responsibilities:
The consultant will be responsible for assessing the contributions of female MPs to legislative productivity, evaluating the impact of government Financial Assistance on women farmers, and analyzing the linkages between women's representation in parliament and policies benefiting women in Agriculture. Specific tasks include conducting a literature review, quantitative and qualitative Data Collection through surveys and interviews, case studies, data Analysis, and reporting. The consultant will also present preliminary findings to UN Women and submit a final report with recommendations to stakeholders.
Required Qualifications:
Candidates must possess a Master’s degree or higher in Economics, Gender Studies, Political Science, Development Studies, Agricultural Economics, or a related field. A project/programme management certification is an added advantage. Candidates should have strong knowledge of gender equality and women's rights issues, demonstrated ability to interact effectively with government representatives and Civil Society Organizations, and proven networking and writing skills. Familiarity with the UN system and inter-governmental processes is also required.
Educational Background:
A Master’s degree or higher in a relevant field such as Economics, Gender Studies, Political Science, Development Studies, or Agricultural Economics is required. A project/programme management certification would be beneficial. Candidates may be asked to provide samples of previous work during the interview process.
Experience:
At least 7 years of experience in research, impact assessments, or Development Projects, particularly in governance, is required. Candidates should have demonstrable experience conducting qualitative and quantitative research related to political or economic empowerment and familiarity with the policy and legislative environment in Sierra Leone or West Africa. Excellent analytical skills and the ability to work independently are essential.
Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes:
This consultancy is based in Freetown, Sierra Leone, and primarily desk-based, with the consultant engaging stakeholders at a national level. Some travel to districts in Sierra Leone may be necessary.
