Job Overview:
The Consultant for Humanitarian Coordination will play a crucial role in managing and overseeing the planning, implementation, monitoring, and reporting of in-kind humanitarian contributions. This position is particularly focused on the Gaza Emergency but also encompasses other UNRWA fields. The consultant will ensure that all contributions comply with UNRWA regulations and accountability principles. The role requires close collaboration with various stakeholders, including Central Support Services Division and Department of Legal Affairs, to ensure compliance and effective management of contributions. The consultant will also be responsible for monitoring and reporting on contributions, providing detailed information on their impact, and drafting internal Analysis reports. This position demands a proactive approach to Data Collection and analysis, as well as the ability to represent UNRWA in discussions with donors and partners.
Duties and Responsibilities:
The consultant will coordinate and oversee the entire process of in-kind contributions, ensuring compliance with UNRWA regulations. Key responsibilities include:
- Overseeing the planning and implementation of in-kind contributions for humanitarian efforts, particularly in Gaza.
- Ensuring due diligence screening is conducted for all contributions from private donors.
- Liaising with various UNRWA departments and stakeholders to ensure compliance with regulations.
- Monitoring and reporting on the distribution of in-kind contributions, including detailed weekly updates.
- Collecting and analyzing data related to contributions and producing analytical reports.
- Assisting in the allocation of contributions in coordination with relevant departments.
- Representing UNRWA in discussions with donors and partners, and managing partnership agreements.
- Developing visibility materials in collaboration with the Communications team.

- Performing additional duties as assigned by supervisors.
Required Qualifications:
The position requires an advanced university degree in a relevant field such as Programme Management, Economics, Business Administration, or Social Science. Candidates must have at least seven years of relevant work experience in managing and coordinating in-kind contributions, including experience in procurement processes and humanitarian aid distribution. Proficiency in computer skills, particularly MS Word, Excel, and PowerPoint, is essential. Additionally, candidates should have at least two continuous years of relevant international experience outside of UNRWA and their country of citizenship.
Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) from an accredited institution in a relevant discipline such as Programme Management, Economics, Business Administration, or Social Science. This educational background is crucial for understanding the complexities of humanitarian coordination and management.
Experience:
The consultant is expected to have a minimum of seven years of relevant work experience, particularly in the management and coordination of in-kind contributions. This experience should encompass the entire process from acceptance to revenue recognition, including the reception and distribution of goods. Experience in a post-conflict and transitional context is highly desirable, as is familiarity with procurement processes and technical standards.
Languages:
The position requires an excellent command of written and spoken English. While not mandatory, a working knowledge of the Arabic language is considered desirable, as it would facilitate communication in the region and enhance the consultant's effectiveness in the role.
Additional Notes:
The consultancy is expected to last for 7.5 months, with an anticipated start date as soon as possible. The consultant will be based in Amman and may be required to travel within the Agency’s areas of operation. This consultancy is equivalent to a P4 level position, with a daily rate of $36
