Job Overview:
The consultant will play a crucial role in enhancing gender-based violence (GBV) prevention and response capabilities among frontline responders and community members in humanitarian settings. The project aims to develop an innovative AI-based system, LOAIS, to assist frontline workers in supporting GBV survivors. The consultant will be responsible for overseeing various aspects of the project, including Data Collection, proposal drafting, and training audits, ensuring that the interventions are scalable and inclusive, ultimately leading to systemic change in GBV response and prevention.
Duties and Responsibilities:
- Draft Request for Information (RFI) and develop the Survey Instrument for the Gender and ICT Baseline Study.
- Oversee and coordinate the Gender and ICT Baseline Data Collection and draft RFP for Private Sector and Academic Partners.
- Monitor submissions of RFPs, ensuring they are publicly available and addressing any questions or requests for clarification.
- Form a committee to evaluate RFP proposals and chair the partner selection process.
- Organize a Virtual Kick-Off Event and draft the upskilling curriculum framework for review by partners.
- Review and approve the upskilling training plan prepared by the private sector partner and finalize the upskilling curriculum framework based on feedback.
- Coordinate and oversee the identification of activities for dataset compilation in Jordan, Lebanon, Syria, the West Bank, and Gaza.
- Audit the staff training provided by the private sector partner in Jordan, Lebanon, Syria, the West Bank, and Gaza, ensuring compliance with the upskilling curriculum and submitting findings and recommendations.
Required Qualifications:
• Advanced university degree (master's or equivalent) in a field related to computer sciences, IT, or languages/linguistics. A first-level university degree with an additional 2 years of qualifying experience may be accepted. • At least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship. • At least ten years of experience in designing and overseeing the development of ICT solutions in humanitarian and development contexts. • Proven experience in designing AI for offline contexts. • Experience in implementing cross-sectoral partnerships with the private sector and academic institutions. • Experience in drafting and submitting proposals related to tech applications in humanitarian and development contexts, with familiarity in gender and GBViE concepts.
Educational Background:
The position requires an advanced university degree (master's or equivalent) from an accredited educational institution in a relevant field such as computer sciences, IT, or languages/linguistics. A first-level university degree combined with additional qualifying experience may be accepted in lieu of an advanced degree.
Experience:
Candidates must have at least ten years of experience in designing and overseeing the development of ICT solutions in humanitarian and development contexts. Additionally, candidates without a Master's degree must have two additional years of experience. Relevant international experience outside UNRWA and outside the country(s) of citizenship is also required, with a minimum of two continuous years.
Languages:
The position requires an excellent command of spoken and written English. Familiarity with other languages may be beneficial but is not mandatory.
Additional Notes:
The consultancy is expected to last for 11 months, with remuneration based on satisfactory deliverables of the agreed activities. The consultant will receive a lump sum of $96,517.00 for their work. The position does not charge any fees at any stage of the recruitment process, and the UN does not concern itself with information on applicants' bank accounts.
