Creative Associates seeks a temporary, full-time Community Policing Manager for a community Security program that works on both building community policing capacity of the internal security forces (ISF), support the ability of relevant institutions to fulfil their responsibilities, and enable communities to participate in the process of addressing security issues and identifying solutions. The CPM's expertise will contribute to achieving program objectives where internal security forces (ISF) provide community policing services in a manner that serves, and is supported by, the population they represent.

The Community Policing Manager will report to the Deputy Chief of Party of Programs, and work in close Coordination with the Community Engagement Manager and the Training Manager.


  • In close coordination with the DCOP- Program, support local beneficiary planning and preparation of program supported activities.
  • Advise the program planning and development of activities, workplans and budgets and provide technical input as needed in the writing of the activity descriptions.
  • Provide the program with expertise on Community Policing to inform the components of the program; community policing, civilian oversight, and community trust.
  • Analyze program Monitoring and Evaluation findings to inform program and activity Design.
  • Write concept notes and white papers outlining potential areas of programming and capturing best practices based on program research findings.
  • Design, budget, track and remotely manage activities that contribute to the development of community police force.
  • Develop program materials such as trainings, progress reports, final reports, and outreach campaigns.
  • Deliver training and technical assistance to community police.
  • Identify and coordinate other subject matter expert support for specialized trainings and other beneficiary technical development.
  • Development of policies and procedures in conjunction with the cooperation of beneficiaries in the activity design process.
  • Provide beneficiaries with institutional development support.
  • Oversee a roster of subject-matter experts (SME's) and identify needs from the expertise pool.
  • Develop work orders for community policing SME's in coordination with Operations team.
  • Contribute to program deliverables including the weekly, monthly, quarterly and final reports.
  • Work with the Monitoring and Evaluation Team to develop recommendations on how to enhance community policing outcomes informed by data findings.

  • Minimum 7 years of demonstrable and direct experience in community policing.
  • Proven track record supporting development of community policing practices, skills, and protocols in conflict environments.
  • Familiarity with the roles of police and internal Security Services in authoritarian environments.
  • Strong interpersonal skills and ability to negotiate.
  • Experience in police development or training in conflict environments.
  • Experience working with an international development organization and or government agencies such as USAID, State Department, FFO, DFID, EU;
  • Familiarity with conflict settings.
  • Experience managing a policing program in a conflict/post-conflict environment.
  • Experience working, living or studying in the Middle East is preferred.
  • Working proficiency in Arabic and/or Kurdish is an advantage.
  • Master's Degree in relevant field.
