Job Overview:
The Community Engagement Specialist will serve as the principal liaison between the project and its target communities. This role is crucial for facilitating the establishment and implementation of priority development projects aimed at promoting cohesion and resilience at the grassroots level. The specialist will lead initiatives that enhance community engagement in municipal governance, ensuring that local officials are equipped to involve citizens in participatory planning processes. The position requires a strategic vision for fostering productive interactions between communities, civil society, and municipalities, thereby facilitating the upward flow of information regarding community needs and priorities. Additionally, the specialist will contribute to work plans, donor reports, and success stories, ensuring that the project's objectives are met and communicated effectively.
Duties and Responsibilities:
- Provide leadership and strategic vision to activities that promote community engagement in municipal governance.
- Strengthen the capacity of local officials to engage with citizens, ensuring their inclusion in participatory planning processes.
- Facilitate citizen participation in collaborative decision-making, management, and monitoring related to municipal service delivery.
- Promote productive interactions between communities, civil society, and municipalities to ensure that community needs and priorities are communicated effectively.
- Contribute to the development of work plans, donor reports, success stories, and other deliverables as required by the project.
- Perform other duties as assigned by the Accountability and Transparency Team Leader.
Required Qualifications:
- A Bachelor’s degree in international development or a related field, or equivalent work experience; an advanced degree is preferred.
- A minimum of 8 years of relevant working experience in Local Government or civil society.
- Proven ability to foster cohesion among different groups within Palestinian communities in the West Bank and Gaza.
- Demonstrable capacity to engage women, youth, and other marginalized populations in Community Development activities.
- Experience working on USAID-funded projects or other donor-funded projects is highly preferred.
Educational Background:
Candidates must possess at least a Bachelor’s degree in international development or a related field. An advanced degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in community engagement and development.
Experience:
The position requires a minimum of 8 years of relevant working experience, particularly in local government or civil society. Candidates should have a proven track record of fostering community cohesion and engaging diverse groups within Palestinian communities, particularly in the context of the West Bank and Gaza.
Languages:
Fluency in both English and Arabic is required for this position, as effective communication with Local Communities and stakeholders is essential. Proficiency in additional languages may be considered an asset but is not mandatory.
