Do you have experience in media and communications and have worked or working with similar INGOs like NRC, and looking for an exciting role in managing Social Media accounts, photography, videography, including video editing? Are you Proficient in English and Arabic? if yes, Norwegian Refugee Council in Libya is seeking to recruit Communication Technical Officer to be based in Tripoli or Benghazi.
The Communications Technical Officer will support the development and implementation of NRC Libya’s Communications Strategy in close Coordination with all field teams and management. This position will coordinate and develop high quality communications products for traditional media, social media, and programs communications in both English and Arabic as appropriate. The Technical Communications Officer will also build skills the within the team to develop quality communications products in line with NRC guidelines and compliance with donor requirements.
Generic responsibilities
Support the development and implementation of NRC Libya’s Communications Strategy, based on the Country Advocacy Strategy, and in line with NRC’s Global Communications Strategy. Work collaboratively with colleagues in Libya and other NRC offices to develop and monitor a communications action plan that reflects use of a variety of different communications products (photos, web stories, NRC Workplace, case studies, online platforms, infographics, videos etc). Undertake regular travel to NRC program locations to gather content relating to NRC programs, and support program staff with communications-related activities. Support all programs teams with the development of visibility materials, ensuring these are developed in compliance with NRC and donor guidelines. Work closely with media and communications colleagues at the regional levels to develop, coordinate and polish communications materials. Support NRC Libya’s social media outputs and coordinated feedback and complaints in coordination with the Monitoring and Evaluation Coordinator. Develop communications-related tools, templates or SOPs as required. Any other communications-related task as required or directed.Specific responsibilities
With line manager and teams develop a monthly action plan detailing outputs and support required Visit NRC field sites to collect communications materials for internal and external use Upload quality photos, video, social media content and other materials on a weekly basis for use in traditional and social media Design creative products that portray the humanitarian situation and needs in a manner that is dignified and focuses on the capacity of people in Libya for individual agency, in line with NRC guidelines. Provide training and on-the-job support to colleagues in field sites to develop their skills in communications, including taking quality photos and developing case studies Work efficiently with programs teams to develop visibility materials and other communications products that comply with NRC and donor guidelines Develop infographics or other visual materials as required Engage actively with NRC regional and global communications teams to generate ideas, polish materials and ensure NRC Libya’s communications are appropriate targetedProfessional competencies:
At least three years’ of INGO or equivalent experience working in media and communications Relevant university degree and demonstrated skills using Photoshop and other relevant programs Knowledge and experience managing social media accounts Knowledge and experience with photography and videography, including video editing High level English and Arabic language proficiency (speaking, reading, writing) Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)Knowledge and experience
Excellent communication and interpersonal skills Strong work ethic and focus on results Strong organizational and team working skills Ability to work independently Sensitivity and high levels of self-awareness Highly approachable, trustworthy and confidential Good English language skills Strong Arabic writing skills Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus Proven presentation, training and facilitation skills

Duration and Type of Contract: 12 months contract with possibility of extension depending on funding and performance.
