Description of task Migration in Africa is driven by dynamic and complicated socioeconomic factors, as well as conflict and political instability. In this complex, dynamic environment, the Africa Regional Migration Program (ARMP), has begun to build the capacities of governments in Africa to better manage migration and respond to crises with demonstrated commitment and efforts, through effective intra ministerial and agency Coordination and partnerships, development, establishment of guiding frameworks and improved capacitation of institutions involved in migration issues. The ARMP’s multidimensional interventions were designed in coordination with the governments in targeted countries. They aim to appropriately respond to persisting needs and capacity gaps through a coordinated, well-planned, sequenced project that systematically builds national capacity and regional and inter-country cooperation step-by-step, year-by-year, adapting to political instability, changing leaderships, and lacking or limited resources. The overall goal is that countries will be, or will be well on their way to being, able to promote well-managed migration and reduce migrant vulnerability both on their own and in partnership with their neighbours. IOM will emphasize building the capacity of governments that are committed to improving Migration Management through policy, while also increasing coordination with relevant stakeholders, such as other governments, United Nations agencies, civil society institutions, regional economic commissions and consultative processes and the private sector and recruitment.

In North Africa ARMP is implemented in six countries Morocco, Algeria, Tunisia, Libya, Egypt and Sudan.

The North African Mixed Migration Task Force (NAMMTF) was formed to respond to the challenges of the mix migration flows while aiming at improving coordination between member agencies. The NAMMTF comprises of the International Organization for Migration (IOM), the Office of the High Commissioner for Human Rights (OHCHR), the United Nations High Commissioner for Refugees (UNHCR), the United Nations International Children’s Emergency Fund (UNICEF), the United Nations Office on Drugs and Crime (UNODC), United Nations Population Fund (UNFPA), the Danish Refugee Council (DRC), the Mixed Migration Centre (MMC) and Save the Children’s Regional Office for the Middle East and Eurasia. The North Africa Mixed Migration Task Force, while focusing on all movements passing to, through and from North Africa, also endeavors to develop connections between regions to build synergies, connect the dots and take advantage of existing structures to improve coordination and inform existing knowledge. The Mixed Migration Hub (MHub) acts as the Secretariat of the North Africa Mixed Migration Task Force.

In order to further harmonize communications activities among NAMMTF members, MHub created NAMMTF Communications Sub-Group as an integral part of the NAMMTF.

The NAMMTF Communications Sub-Group will seek to strengthen cooperation in the field of communications and to increase the media profile of NAMMTF activities at regional and/or national level by:
  • developing and implementing the NAMMTF Communications and Visibility Strategy.
  • providing leadership in communications for the NAMMTF.
  • identifying new and creative ways to show how NAMMTF members are contributing towards addressing mixed migration flows by emphasizing inter-agency collaboration.
Under the overall supervision of the Senior Regional Policy and Liaison Officer and direct supervision of the MHub Coordinator the UNV will be responsible for the following tasks:
  1. Develop and regularly update NAMMTF Communications and Visibility plan for the year 2021.
  2. Develop and regularly update communications and visibility products for the North Africa Mixed Migration Task Force (NAMMTF) in close coordination with NAMMTF’s Communications subgroup (e.g., information sheets, info graphics, branded materials, press briefing notes, social media feeds, podcasts and human-interest stories).
  3. Ensure timely and quality development and dissemination of media contents on the MHub/NAMMTF website, and via other media channels (e.g., social Media Platforms) for the NAMMTF’s information and awareness-raising campaigns.
  4. Collect and file relevant communications and visibility products, photographs and video clips systematically in the centralized server.
  5. Coordinate closely and regularly with the communications and visibility focal points from NAMMTF Communications subgroup to ensure harmonization and coherence of communications and visibility products.
  6. Ensure appropriate gender awareness and cultural sensitivity in all communications and visibility materials.
  7. Support IOM Country Offices in North Africa participating in the ARMP programme in developing press briefing notes (PBNs), activities summaries and other visibility tools while ensuring accurate, effective media-friendly messaging.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments: • Master’s degree in Journalism, Communications or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.

Required experience: 48 Months Experience remark: • At Least 4 years of experience.

• Experience in Middle East and North Africa (MENA) region on migration, displacement, and population mobility; • Experience in working with government stakeholders, UN, international organization and Civil Society Organizations (CSOs); • Demonstrated competency as a content developing for social media campaigns and website in English and in Arabic languages; • Experience of graphic Design, web, social media, photography and video production; • Strong communications and interpersonal skills, as well as strategic and creative thinking; • Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines; • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
