Global hunger and malnutrition have been on the rise over the past four years and the 135 million in IPC phase 3 or worse (GRFC, 2020) are at risk of becoming twice as many in the wake of the Covid-19 pandemic. Needs are already outweighing available resources to respond – and the gap is growing. Needs assessments, targeting and prioritization are at the core of WFP’s operations and essential to ensure that the most vulnerable people receive the right assistance at the right time.

The Needs Assessment & Targeting Unit (RAMAN) – part of WFP’s Research, Assessment and Monitoring (RAM) Division – is responsible for establishing and rolling out guidance and tools for food security and vulnerability assessments and targeting and prioritization processes, as well as to provide support to countries where WFP operates. The unit also conducts thematic research using innovative tools on topics such as migration, youth and urbanization to inform policy and programme decisions. Based in WFP’s headquarters, RAMAN plays an important in the strengthening of regional- and country-level capacity of staff and partners on assessments, Analysis, targeting and prioritization.

RAMAN is seeking a proactive and creative consultant to support the capacity strengthening, outreach and visibility work of the unit through various communication channels.


Under the overall supervision of the Head of Needs Assessments & Targeting, the consultant will be expected to:
  • Organize and facilitate webinars, digital and face-to-face (as feasible) meetings, workshops, learning events etc. in close collaboration with subject-matter experts;
  • Produce communication materials for print (written and visual material) and web (blog posts, podcasts, videos) for a variety of audiences, including donors, senior management, field staff, partners, affected populations and the general public;
  • Develop interactive report templates (using software including but not limited to Tableau, Arcgis or Microsoft Sway), and plan and conduct related learning activities for colleagues and partners;
  • Develop, maintain and support generation of traffic to relevant RAMAN products and resources;
  • Lead on the preparation of PowerPoint and other presentations for various events and meetings;
  • Manage social media messaging for the RAMAN team, helping to promote guidance, tools and field-level assessments and studies, as well as other content;
  • Support the editing, formatting and Design of guidance documents, assessment reports and studies;
  • Support the preparation of donor proposals and reports for internal and external stakeholders;
  • perform other duties as assigned

  • Digital and physical meetings successfully organized, facilitated and documented;
  • Creative and interactive communication materials on needs assessments and targeting produced;
  • Social media for RAMAN activated and used on a regular basis to promote needs guidance, assessment and targeting content; and
  • Interactive report templates created and shared along with Capacity Development initiatives.


Degree in communications, public relations, social sciences or related field.


3-5 years of experience with public relations, communications, capacity strengthening/learning or similar, producing content for various communications channels.

Knowledge of the United Nations System and Food Security Analysis is an advantage.

Knowledge and experience in graphic design, website development, production of video, audio and interactive reports as well as social media management are all advantages.

Knowledge and Skills:

Knowledge of HTML, CSS and WordPress; Proficiency in Adobe Creative Suite (including Illustrator and InDesign) and MS Office; Knowledge of audio and video producing software tools. Experience in using Tableau, ArcGis or Microsoft Sway for interactive reporting and visuals.


Excellent spoken and written English; knowledge of French and/or Spanish is an advantage.
