Job Description

  Active Labour Market Programmes 2 has been the flagship project in the reforms of Public Employment Services, as well as in direct provision of skills development and employment opportunities to jobseekers. The project has worked to improve the labour market institutions’ capacities to Design relevant policies at central level and deliver integrated services at local level. Through a comprehensive and scaled-up approach, the overall goal has been to build-up on long-standing UNDP achievements in addressing Kosovo’s labour market challenges, as well as to pave the way for long-term and sustainable local mechanisms that are capable to address such challenges on their own. According to the law on the Employment Agency  (law No. 04/L-205), the Employment Agency will be responsible for the managing the provision of labour market policy (LMP) services and measures. The Agency is fully independent with regards to its budget planning and execution, and Human Resources process; whereas policymaking and procurement functions are respiknsability of Ministry of Labour and Social Welfare. Considering that the Employment Agency is a new institution which will need differeny type of support to become fully functional, the ALMP2 project seeks to hire a communication specialiest who will support the staff of the agency, the employment offices and the vocational training center increase the visibility of their activities, increase the number of clients, and update  the communication strategy in order to furfil the  objectives as per the branbook of the agency.

Objectives of AssignmentProvide subject matter expertise to the Employment Agency in updating the communication strategy and increase the visibility of the work of the Agency, Employment Offices and Vocational Training Centers

Duties and Responsibilities

Under the direct supervision of the UNDP Project Manager, and in close cooperation with the Employment Agency, the local expert is expected to:
  • Review  and update the communication strategy of the Employment Agency in close cooperation with the Director" id="link" class="link">Executive Director, the staff of the employment offices and the VTCs. Provide the necessary expertise in amending the objectives of the strategy and acommpanying activities and prepare a plan of activities to be implemented until the end of 2021.
  • Review all the printed matierals, communication products produced by the Employment Agency and other donors and ensure that they are in line with the communication strategy of the Employment Agency.
  • Draft communication materials for the Employment Agency after each event and publish on the website of the Employment Agency.
  • Train the staff on how to maintain the website of the agecny with stories and publication of information materials  (www.aprk.rks-gov.net)
  • Train the Public Relation Office within the Employment Agency on the brandbook guidelines of the Agency, on how to maintain social media visibility, and how to interact with the media.
  • Review  the communication plan for 2021 in Coordination with the staff of the Employment Agency, the employment offices and the VTCs.
  • Support the design and implementation of the Public Information Campaign and other outreach activities aiming to promote services that will be offered by Kosovo Employment Agency.
Deliverables/Outputs

  • The communication strategy of the Employment Agency is reviewed and udated including amending the objectives of the strategy and the activities foreseen for the year 2021 (12 working days)
  • Develop the Action Plan 2021 for the implementation of communication strategyfor the Employment Agency (7 working days)
  • Develop a training programme and deliver training for the PR team of the Employment agency in accordance with communication strategy and brand book (4 working days)
  • All the printed matierals and communication products are reviewed and are in line with the communication strategy and the brandbook of the Employment Agency (5 working days)
  • Final report on completed activties and recomandation for further implmentation of communication strategy (2 working days)
Scope of price proposal and schedule of paymentsRemuneration - Lump Sum AmountThe Contract is based on lump sum remuneration and shall be processed subject to deliverables as per the schedule listed below:
  • 50% of the contract value upon successful completion and validation of communication strategy and action plan.
  • 50% of the contract value upon successful completion of training of staff, review of the communication materials and submission of final report
Required Presentation of Offer:

  • Letter of Confirmation of Interest and Availability
  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Offeror and at least three (3) professional references;
  • Technical proposal, a max. 2-page document briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
  • Copy of Diplomas and copy of Passport
Criteria for Selection of the Best Offer

Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.

Required Skills and Experience

Education:

  • Master’s degree in Communications, Journalism, or related fields.
Experience:

  • At least 5 years of experience in communications, design, public relations, journalism or other related experience
  • Demonstrated experience in producing multimedia communication content (photos, short stories / articles, videos, and other PI materials).
  • Experience in using and managing social Media Platforms.
  • Good knowledge of the methodological and practical considerations in designing and implementing communication strategies.
Language requirements:

  • Fluency in English and Albanian is required. Knowledge of Serbian is desirable.
