Job Overview:
The Communication Officer position is situated within the eLearning and Knowledge Management Section of AIDEP at ECA in Dakar, Senegal. The role is pivotal in enhancing AIDEP's digital presence through the development and implementation of comprehensive digital communication strategies. The officer will be responsible for promoting AIDEP's Training Programs and capacity-building initiatives, disseminating research findings, and ensuring effective communication of priority issues and events. The position requires monitoring current events and public opinion, managing media coverage, producing various communication products, and fostering professional relationships with key stakeholders. The Communication Officer will also develop crisis communication strategies and provide guidance to junior staff, ensuring that AIDEP's objectives are met through effective communication and outreach efforts.

Duties and Responsibilities:
The Communication Officer will undertake a variety of responsibilities, including: enhancing AIDEP's digital presence through strategic communication plans; promoting training programs focused on development planning and sustainable development; disseminating research findings via digital platforms; implementing information programs for publicizing major events; monitoring public opinion and advising management on communication strategies; promoting media coverage through press conferences and outreach; producing communication products such as press kits and articles; maintaining professional relationships with member states, NGOs, and media; managing crisis communication strategies; analyzing data to identify trends; and ensuring documentation of requirements for data Analysis.

Required Qualifications:
Candidates must possess a comprehensive understanding of communication strategies, tools, and methodologies essential for effective campaign execution. They should demonstrate the ability to analyze diverse information, identify public affairs issues, and handle sensitive situations diplomatically. Strong writing and oral communication skills are essential, along with the ability to produce clear and concise written materials. Candidates should also exhibit professionalism, efficiency, and a commitment to gender perspectives in their work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public Administration, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Successful completion of degree and non-degree programs in Data Analytics, business analytics, or Data Science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in public information, journalism, international relations, or public administration is required. Candidates must have at least two years of experience in developing and executing strategic communication plans. Demonstrated experience in managing digital communication platforms and tools, including content Management Systems and social media analytics, is also required. Experience in designing advocacy campaigns aligned with sustainable development and policy transformation is desirable, as is experience in data analytics or related fields.

Languages:
Fluency in both English and French is required, as these are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage.

This position is subject to local recruitment under staff rule 4.4 of the United Nations Staff Regulations and Rules. Staff members are expected to move periodically to new functions in their careers. The appointment is for an initial period of one year, subject to availability of the post or funds.
