Job Overview:
The Communication and Information Specialist position is pivotal in advancing UNESCO's mission within the Communication and Information Sector. The incumbent will be responsible for developing and implementing projects that promote freedom of expression and media literacy, while also contributing to the creation of knowledge societies. This role requires a strategic approach to harness communication and information for development, aligning with UNESCO's Medium-Term Strategy and the 2030 Sustainable Development Goals. The specialist will work closely with various stakeholders, including national authorities and development partners, to ensure that communication initiatives are effectively integrated into national and regional priorities. The position also involves significant research and Knowledge Management responsibilities, ensuring that the organization remains at the forefront of developments in the field.

Duties and Responsibilities:
  • Develop and implement the Field Office's Communication and Information strategy, ensuring alignment with national priorities and UN SDGs.
  • Analyze and evaluate project proposals, identifying focus areas for collaboration and funding opportunities.
  • Manage and implement programme activities, ensuring compliance with reporting requirements and effective use of resources.
  • Conduct research and provide technical advice to enhance knowledge management within the organization.
  • Facilitate networking and partnerships with UN agencies, civil society, and the private sector to promote communication and information initiatives.
  • Contribute to resource mobilization efforts by preparing project proposals and participating in Fundraising activities.
  • Provide administrative support for regional donor meetings and coordinate reports and documentation related to projects.
  • Supervise temporary and local staff as needed, ensuring effective Project Implementation and team collaboration.

Required Qualifications:
  • Advanced university degree (Master's or equivalent) in communication and information, media studies, ICTs, or related fields.
  • A minimum of four years of relevant professional experience in communication and information, with at least two years at the international level.
  • Proven experience in designing and implementing communication projects and building partnerships with various stakeholders.
  • Strong Project Management skills and knowledge of international development policies and procedures.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.

Educational Background:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as communication and information, media studies, ICTs, International Relations, or social sciences. This educational background is essential for understanding the complexities of communication strategies and their impact on society.

Experience:
The position requires a minimum of four years of relevant professional experience in communication and information, with a strong preference for candidates who have at least two years of experience at the international level. Experience in designing and implementing communication programs, as well as partnership-building with UN agencies and NGOs, is crucial for success in this role.

Languages:
Excellent knowledge of English or French is mandatory, with good knowledge of the other language being advantageous. Familiarity with additional languages, particularly those recognized by UNESCO (Arabic, Chinese, Russian, Spanish), is considered a plus.

Additional Notes:
The contract is for a fixed duration of two years, with the possibility of renewal. The position is open to both internal and external candidates. The annual starting salary for this position is approximately $96,694, which includes various benefits such as annual leave, family allowances, and medical insurance.
