Job Overview:
The CLA Lead will be responsible for providing strategic direction, management, and oversight for all aspects related to Collaborating, Learning, and Adapting (CLA) within the anticipated USAID/Indonesia Monitoring, Evaluation, and Learning (MEL) Support Activity. This role is crucial in strengthening the capacity of USAID Mission staff and partners to collaborate effectively across a diverse range of stakeholders. The CLA Lead will ensure that there is a conducive environment for intentional learning and will support decision-makers in making evidence-based decisions that facilitate adaptive management. The position requires a proactive approach to learning through implementation, enabling the team to adapt strategies to achieve desired objectives effectively. This is a full-time position based in Jakarta, Indonesia, with an expected start date in Summer 2025, contingent upon the award of the project.
Duties and Responsibilities:
The CLA Lead will have a comprehensive set of responsibilities, including but not limited to: designing and facilitating learning activities and collaborative engagements for Mission staff and implementing partners (IPs); overseeing and facilitating CLA support and capacity strengthening for USAID staff and IPs; assisting in the development and implementation of USAID/Indonesia’s Country Development Cooperation Strategy (CDCS) and other Mission-level strategies, including the CLA Agenda; fostering collaborative relationships with key Mission stakeholders; serving as a convener for dialogue and learning around emerging issues; assisting in identifying and responding to key learning issues; coordinating efforts among IPs working towards common objectives; developing and implementing knowledge-sharing practices through sectoral pause-and-reflect sessions; creating and delivering tailored Training Courses for IPs to enhance learning; contributing to Activity annual workplans; and designing and administering technical interventions to demonstrate how CLA leads to effective development outcomes.
Required Qualifications:
Candidates must possess a Master’s degree in international development, organizational development, political science, business Administration, Change Management, social sciences, or a related field. A Bachelor’s degree is acceptable if accompanied by additional relevant experience. Furthermore, candidates should have a minimum of eight years of demonstrated experience in strategic planning, monitoring and evaluation, project Design, facilitation of learning, and/or Knowledge Management. For those with a Bachelor’s degree, a minimum of ten years of experience is required. Previous experience supporting USAID Missions or USAID IPs in a similar capacity is highly desirable. Candidates should also have a solid understanding of USAID's CLA framework, Evaluation Policy, Localization, and other initiatives, along with demonstrated emotional intelligence, cultural awareness, and a commitment to diversity and inclusion.
Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as international development, organizational development, political science, business administration, change management, social sciences, or related disciplines. A Bachelor’s degree may be considered if the candidate has substantial additional experience in the relevant areas.
Experience:
The position requires a significant level of experience, specifically a minimum of eight years in relevant fields such as strategic planning, monitoring and evaluation, project design, and knowledge management. Candidates with a Bachelor’s degree must have at least ten years of experience. Experience in applying learning to improve international development programs and systems change for adaptive management is essential, along with previous experience supporting USAID Missions or IPs.
Languages:
Fluency in English is mandatory, with excellent interpersonal, writing, and oral communication skills. Proficiency in Bahasa Indonesia is also required, as it is essential for effective communication with local stakeholders and partners. Additional language skills may be considered an asset but are not mandatory.

This position is a full-time role based in Jakarta, Indonesia, and is contingent upon the award of the project. The expected start date is in Summer 2025.
