Job Overview:
The Cluster Information Management Coordinator plays a crucial role in facilitating and guiding Shelter Coordination through effective information management. This position is responsible for coordinating program implementation, developing strategies, and addressing identified needs across the West Bank and Gaza. The coordinator will work closely with the Shelter Coordinator to ensure that all activities adhere to NRC policies and relevant information management standards. The role involves managing a team, contributing to strategy development, and ensuring that the rights of internally displaced persons (IDPs) and returnees are prioritized in information management practices. The coordinator will also be responsible for reporting progress to stakeholders and ensuring transparency and accountability in all activities.
Duties and Responsibilities:
The duties and responsibilities of the Cluster Information Management Coordinator include:
- Ensuring adherence to NRC policies, guidance, and procedures, including Global Shelter Cluster tools and guidelines.
- Managing the Information Management team, developing work plans, and providing guidance for staff development.
- Contributing to the Shelter Cluster strategy by identifying needs and gaps.
- Promoting the rights of IDPs and returnees in line with NRC’s advocacy strategy.
- Managing and implementing all Information Management activities with high technical quality.
- Developing and reviewing Information Management programmatic tools and plans of action.
- Providing regular progress reports to the cluster team and stakeholders.
- Supporting partners in targeting those most in need of protection.
- Promoting ideas for improvement in activities. 1
- Building the capacity of partners and transferring key skills. 1
- Developing user-friendly shelter assistance reporting formats in consultation with local authorities and stakeholders. 1
- Training stakeholders on the use of reporting tools. 1
- Gathering and collating data on shelter needs and assistance in a timely manner. 1
- Identifying gaps in shelter assistance and reporting them to the Shelter Cluster. 1
- Coordinating with other clusters and OCHA information managers for cross-sectoral Analysis. 1
- Supporting the Shelter Coordinator in program implementation and strategy development. 1
- Maintaining the Shelter Cluster database and website with accurate data. 1
- Participating in relevant working groups facilitated by OCHA. 1
- Performing any other tasks as required to achieve the objectives of the assignment.
Required Qualifications:
The ideal candidate must possess the following qualifications:
- A relevant university or college degree.
- Significant understanding of Complex Emergencies and crisis contexts.
- Fluency in both Arabic and English, with strong written and verbal communication skills.
- Proficiency in Database Management skills, particularly in Excel.
- Knowledge of the context in Palestine is essential.
Educational Background:
Candidates should have a relevant university or college degree that aligns with the responsibilities of the position. This educational background should provide a solid foundation for understanding the complexities of humanitarian work and information management in crisis situations.
Experience:
The position requires at least 5 years of experience working in Data Management, analysis, and reporting within a humanitarian context. Candidates should have experience in coordination and advocacy work, as well as strong website management skills. Political and cultural awareness, along with experience working in challenging environments, is also necessary. The ability to analyze data and present information effectively to various audiences is crucial for success in this role.
Languages:
Fluency in Arabic and English is mandatory for this position. Candidates should be able to communicate effectively in both languages, both in writing and verbally. Additional language skills may be considered an asset but are not required.
Additional Notes:
This position is based in Gaza and is open only to residents of the Gaza Strip. The contract duration is open-ended, with working hours set at 40 hours per week from Sunday to Thursday. The salary and benefits will be determined according to NRC’s salary scale and terms and conditions.
