Develop the climate change engagement and advocacy strategy for UNEP in India and the State of Bihar.

2. Promote proactive engagement, leadership and partnerships on climate action by key stakeholders.

3. Support outreach and awareness on climate change issues and interventions at the national and state levels, as well as globally.

Output 1: Develop the climate change engagement and advocacy strategy for UNEP in India and the State of Bihar.

Deliverables: a. In consultation with UNEP and external partners and experts, and based on a review of existing regulations, policies, strategies, partnerships and international agreements, assessment report prepared identifying opportunities for, and barriers to, building a supportive discourse and positive attitude to climate action, and proposing evidence based advocacy options that are sensitive to country/State contexts and resources.

b. State of climate advocacy by national and international agencies in the country assessed and report prepared.

c. Priority sectors, issues, and audiences for UNEP's advocacy engagement at the national and state (Bihar) level identified and report prepared.

d. Climate change engagement and advocacy strategy drafted outlining specific priority issues and sectors, States, audiences, approaches, activities, and an implementation plan leading up to Glasgow and beyond, also highlighting how it can contribute to creating supportive and informed discourse at the global level, in the G-20 countries in particular.

Output 2: Promote proactive engagement, leadership and partnerships on climate action by key stakeholders in line with the advocacy strategy.

Deliverable: a. In line with the advocacy strategy and in consultation with experts and UNEP Communications Division, key messages for target audience defined and high quality briefing material and concept notes prepared.

b. In line with the advocacy strategy and in consultation with experts and UNEP Communications Division, engagement with public representatives, industry stakeholders and other actors of influence undertaken to promote commensurate responses to the climate change challenge in priority sectors and in select States (Bihar)- Continuous c. Preparatory engagement at and follow-up to key state, national and international events and processes, undertaken including UNFCCC COP meetings- Continuous d. Concept notes and proposals to strengthen UNEP's climate advocacy in India prepared - Continuous Output 3: Support outreach and communication on climate change issues and action at the national and state levels as well as globally, in line with the engagement and advocacy strategy.

Deliverable: a. Assessment of the media landscape and actors conducted, leading to a communication plan to enhance the discourse on climate change action at the national and state level; and improve the visibility of UNEP's strategy, programmes and stories on relevant issues b. Development, collation, publication and dissemination of research and evidence material and other Knowledge Products coordinated- Continuous c. Media access to relevant UNEP and other expert spokespersons facilitated to ensure informed and evidence-based media treatment of climate issues- Continuous d. Act as a focal point for climate-focused communications activities in India and in select States, with a focus on Bihar, vertically integrating with regional and UNEP-wide positions on related issues- Continuous e. Positive climate messaging amongst government officials, elected leaders, private sector and UNEP Goodwill Ambassadors promoted- Continuous f. Inputs and content for UNEP's global communication on climate issues provided, including sharing of learning from India- Continuous Work Location Home based, New Delhi Expected duration 01/01/2021 - 15/12/2021 Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP's mission is to provide leadership and foster partnership in caring for the environment by inspiring, informing, and enabling nations and people to improve their quality of life without compromising that of future generations. UNEP is mandated to address climate change, as a priority area of its 2018-2021 Medium Term Strategy (MTS).

UNEP recognizes India's important role in achieving global climate and sustainability goals and aims to strengthen its work on climate change in India. UNEP will promote a better understanding of the scale and urgency of the global challenge in India and work with major stakeholders, state and non-state, according to their diverse roles and influence in society, to support Climate Change Mitigation and adaptation at the national and sub-national levels, including through sectorial and macro development strategy and policy frameworks. UNEP will also engage with the media to facilitate and promote climate action agenda, a positive public attitude, and supportive and informed discourse and debate, an informed public debate on the most appropriate policy initiatives and responses for India. UNEP's work in India will also support the link to climate action communication at the global level, i.e. by identifying, sharing, and inputting in the development of case studies, stories and other communication content based on the lessons and learning from India that can be adapted or scaled up or are of benefit to other contexts and vice versa.

Given the range and scale of issues and comparative advantages, UNEP prioritizes its engagement in alignment with the objectives of the national and select state governments, in order to achieve maximum impact in the most effective and efficient manner. Priority areas include, particularly hard to abate sectors, inter alia, energy, urban mobility and cooling; Agriculture, industrial processes and waste management, and will include adaptation and resilience, extreme events, and cross-cutting issues such as Climate Finance. UNEP is also supporting some States/Union territories to develop their Action Plans on Climate Change and is working with the State of Bihar to develop its Carbon Neutral Strategy.

To accomplish its objectives, UNEP India is seeking an advocacy expert in the domain of climate change to foster supportive and informed discourse and prioritization of climate action among stakeholders in India.

The consultant will lead the development of a medium-term climate change advocacy strategy in India, at the national and State level, and its implementation upto December 2021. The range of inter-related functions that he/she will perform include preparation of the engagement and advocacy strategy on climate in India at the national level and for at least one State (Bihar), and its implementation through intensive engagement with major stakeholders on identified priority issues as well as strategic outreach aimed at widening supportive discourse on climate issues in the country. The consultant will also support the link to climate action communication at the global level. The consultant will report to the Head, India Country Office, with support and guidance from UNEP's subprogramme on Climate Change, and in Coordination the Communications Division and the Regional communications lead, in the ambit of the climate communication project.

Qualifications/special skills Skills: - Climate Change, energy and communications expertise
  • Demonstrated excellence in communications and writing skills
Academic Qualifications: An advanced university degree in environment/social/natural science, communication, media, public relations and equivalent academic qualifications, or equivalent work experience.

Experience: - Familiarity with issues in the area of climate change mitigation and adaptation; and sound familiarity with national and state contexts and stakeholders required;
  • At least 7 years of progressive experience in designing and delivering to environmental issues/climate change related communication required;
  • Demonstrated experience in developing communication and stakeholder engagement strategies, advocacy plans, media engagement etc. especially related to environmental issues required;
  • Working experience in a multicultural environment including United Nations desirable.
Language: Fluency in written and spoken English is required. Knowledge of other regional languages an advantage.
