Job Overview:
The Chief of Party (COP) will lead the USAID Protective Education for Girls in Mali Activity, a five-year initiative aimed at addressing barriers to education for vulnerable learners, particularly girls in the mining regions of Kayes and Bougouni. The project seeks to enhance access to Basic Education and foundational learning for girls aged 6-19, especially those marginalized by the mining industry. The COP will act as the primary liaison with USAID, the Government of Mali, and other stakeholders, ensuring that project goals are met within budget and on time. The role requires strong leadership, strategic planning, and management skills to oversee Project Implementation and ensure compliance with organizational policies and USAID regulations.
Duties and Responsibilities:
The Chief of Party will be responsible for providing overall management and strategic direction for the project, ensuring that expected results are achieved within the allocated budget and timeframe. Key responsibilities include serving as the principal liaison to USAID and the Government of Mali, coordinating with partner organizations, leading project teams, overseeing project deliverables, preparing annual work plans, and representing the project in various forums. The COP will also ensure compliance with USAID rules and regulations and monitor the quality of Program Implementation.
Required Qualifications:
Candidates must possess an advanced graduate degree in education, gender, youth, or a related field. A minimum of 10 years of professional experience is required, with at least eight years in senior-level management roles on international donor-funded projects. Experience in addressing barriers to educational opportunities for girls and familiarity with USAID’s education and GESI approaches are essential. Strong leadership qualities, technical expertise, and the ability to develop relationships with government and donor agencies are also required.
Educational Background:
An advanced graduate degree in education, gender, youth, or a related field is mandatory for this position. This educational background is crucial for understanding the complexities of the project and effectively leading the team.
Experience:
The position requires a minimum of 10 years of professional experience, with progressively increasing responsibilities in education and/or gender and youth programming. At least eight years of this experience must be in senior-level management roles on projects funded by international donor agencies, particularly USAID. Experience as a Chief of Party for USAID-funded projects exceeding $20 million is also required, along with a deep understanding of the political, social, and economic context of Mali.
Languages:
Fluency in English and French, both oral and written, is required for this position. Knowledge of Bambara is considered an asset, as it may facilitate communication with Local Communities and stakeholders.
Additional Notes:
The position is based in Bamako, Mali, and will report to the Managing Director for Africa. Actual hiring is contingent upon a signed agreement and USAID approval.
