Job Overview:
The Chief of Party (COP) for the USAID funded Strengthening Primary and Community Health Care (SPCH) project in Cote d’Ivoire will play a crucial role in leading the project aimed at enhancing community and primary Health Care Services. The COP will be responsible for the overall management and technical direction of the project, ensuring that it meets its objectives of improving access to quality health services for pregnant women and children under five, as well as strengthening Family Planning and reproductive health services. This position requires a strategic leader who can effectively coordinate with various stakeholders, including USAID, government counterparts, and local partners, while ensuring compliance with all relevant policies and regulations. The COP will also oversee the implementation of project activities, monitoring and evaluation, and will be responsible for aligning project goals with national and Global Health standards. This role is pivotal in ensuring the successful execution of the project’s annual work plans and achieving its targets and goals, while also managing communication strategies to promote the project’s achievements.
Duties and Responsibilities:
The Chief of Party will lead the project by providing vision, direction, and technical guidance. Key responsibilities include overseeing the overall management and implementation of the project, ensuring that project results and deliverables align with the established work plan. The COP will supervise and mentor senior technical staff and consultants, fostering a strong team dynamic and promoting open communication. They will build and maintain productive relationships with USAID, the Ministry of Health and Public Hygiene, project partners, and other stakeholders. The COP will manage the project’s operational, financial, and administrative priorities, directing planning and budgeting processes. They will create or adapt Management Systems in line with CARE’s standard operating procedures and ensure adherence to USAID policies and national laws. The COP will Design and oversee an annual project cycle in accordance with USAID’s planning cycles, ensuring documentation and dissemination of findings and lessons learned. They will represent the project at national, regional, and international events, and oversee the monitoring, evaluation, and learning functions, including the preparation of donor reports.
Required Qualifications:
Candidates must possess a Master’s degree or equivalent in international development, public health, or a related field. A minimum of 10-12 years of relevant senior experience in international development is required, particularly in roles such as Chief of Party or Deputy Chief of Party on projects of similar scope and scale. Candidates should have at least 8 years of technical experience in areas such as primary and community health, health system strengthening, and reproductive health. Additionally, at least 5 years of experience working in the West and Central Africa region, preferably in Cote d’Ivoire, is essential. Strong Financial Management, budgeting, and project operations oversight abilities are also required, along with experience in recruiting and managing staff and teams.
Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in international development, public health, or a related field. This advanced education is crucial for understanding the complexities of health systems and international development, as well as for leading a multifaceted project effectively.
Experience:
The position requires extensive experience, specifically at least 10-12 years in international development, with a focus on senior management roles. Candidates should have a proven track record in managing large-scale projects, particularly those funded by USAID, and should be familiar with cooperative agreements and contracts. Experience in the West and Central Africa region is highly preferred, with a strong understanding of the local health landscape and challenges.
Languages:
Fluency in both French and English is required, with strong oral and written communication skills. This bilingual proficiency is essential for effective communication with stakeholders, including government officials, partners, and community members. Additional languages may be considered an asset but are not mandatory.
