Job Overview:
The Chief of Party (COP) position is a leadership role for a USAID-funded project in Ecuador, aimed at promoting sustainable livelihoods and advancing natural climate solutions in areas impacted by deforestation and land degradation. The project has a budget of $10-24.9 million and is expected to last five years. The COP will provide overall vision and technical leadership, ensuring that the program meets its objectives through effective management of technical, administrative, operational, and logistical aspects. The role involves coordinating with various stakeholders, including program teams, consortium members, public and private sector partners, and government entities, while ensuring compliance with USAID standards and quality requirements. The anticipated start date for this position is projected to be around October 2025, contingent upon successful agreement award and USAID approval.
Duties and Responsibilities:
The COP will have comprehensive responsibilities including:
- Leadership, Vision, and Strategy: Overseeing all program staff, ensuring activities align with donor agreements, and achieving strategic objectives.
- Program Management and Administration: Managing project operations, developing relationships with stakeholders, and ensuring timely reporting to USAID.
- Program Quality: Overseeing project Design, monitoring, evaluation, and learning, ensuring compliance with project indicators and best practices.
- Representation: Acting as the primary contact for USAID and other stakeholders, ensuring cooperative work among consortium members.
- Human Resource Management: Recruiting and managing a skilled program team, ensuring compliance with policies and fostering a culture of learning and innovation.
Required Qualifications:
Candidates must possess a minimum of a master's degree in relevant fields such as economics, international development, or agribusiness, with a doctorate being desirable. They should have at least 10 years of progressively responsible experience in international development, particularly in areas related to Climate Change mitigation and sustainable landscapes. Proven leadership experience in managing donor-funded programs, especially those funded by the U.S. government, is essential. Familiarity with the socio-economic and political contexts of rural development in Ecuador is also required, along with knowledge of U.S. government regulations and policies.
Educational Background:
A master's degree in economics, business, international development, Agricultural Economics, agribusiness, or a related field is required. A doctorate level degree is considered desirable for this position.
Experience:
Candidates should have a minimum of 10 years of experience in international development, with a focus on Climate Change Mitigation, sustainable landscapes, and Economic Growth. Experience leading U.S. government-funded programs is highly preferred, along with a track record of managing complex consortia and partnership relationships.
Languages:
Fluent oral and written English language skills are mandatory, along with a high degree of proficiency in oral and written Spanish. These language skills are crucial for effective communication with stakeholders and program implementation.
Additional Notes:
The position is full-time and will require travel up to 50% of the time, both within Ecuador and internationally as needed. The role is contingent upon the successful award of the agreement and USAID approval.
