Job Description

General Minimum Requirements

The general minimum requirements for working with the OSCE are:
  • Excellent physical condition;
  • Possession of a valid automobile driving license and ability to drive using manual transmission;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:
  • Demonstrable organizational skills;
  • Proven ability to communicate effectively, both orally and in writing;
  • Demonstrable interpersonal skills and documented experience in negotiations;
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required;
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities.
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following: Education: Second-level university degree in Information Management, Social Sciences or other related field(s); a first-level university degree in combination with two years or progressive related experience in a Joint Operations Centre, Joint Mission Analysis Centre, intelligence or Data Analytics position may be accepted in lieu of the second-level university degree Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience in a Joint Operations Centre, Joint Mission Analysis Centre, intelligence or data analytics, including at least 3 years at the management level relevant to the actual position.

Mission Specific Requirements

Additionally, this particular post has specific requirements: Mandatory:
  • Knowledge of different Data Collection methodologies, preferably in a large international organization or corporation;
  • Proven experience combining various data sets to inform operational action;
  • Proven management and supervisory experience of multi-disciplinary teams;
  • Excellent organizational and analytical skills;
  • Ability to translate specialized data sets into technical briefs;
  • Excellent communication, presentation and team-building skills;
  • Ability to work with minimum supervision in an environment where rapid response to emergencies is essential;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Professional fluency in the English language, with excellent oral and written communication skills;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and political judgement;
  • Ability to operate Windows applications, including word processing and email, and excellent PowerPoint presentation skills.
  • Experience in working in Eastern Europe and/or knowledge of the region;
  • Experience applying Geographic Information Systems (GIS) or enterprise GIS in a large organizational setting;
  • Experience in working with international organizations;
  • Working knowledge of the Ukrainian and/or Russian language(s).
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Currently, women professionals are underrepresented in Operations. Qualified women candidates are therefore strongly encouraged to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the Deputy Head of Operations, as Chief of Information Management Centre, you will be tasked with:
  1. Ensuring co-ordination, supervision and management of the team responsibilities within the Information Management Centre (IMC) composed of approximately 20+ international mission members with the following focus areas: information analysts, operational Data Management, imagery analysis, geographical information management, open source information and related  areas;
  2. Ensuring that specified field information requirements are established and maintained for collection and analysis in accordance with SMM's mandate;
  3. Ensuring IMC staff receive substantive guidance and directives for the timely collection and dissemination and production of information, primarily for daily, weekly and thematic reports, to support the Head of Operations, Chief and Deputy Chief Monitors, and occasionally for budgetary or internal reports or briefs;
  4. Overseeing the development and dissemination of tools for information management in Field Operations in order to develop integrated situational awareness of both the security as well as human dimension;
  5.  As delegated by the Head or Deputy Heads of Operations, maintaining oversight of both IMC projects and contracts with service providers;
  6.  Maintaining team cohesion;
  7. Proactively collaborating with various thematic units to tailor the Mission’s information collection, management and analysis in a dynamic setting;
  8. Traveling frequently within Ukraine including the Eastern Oblasts;
  9. Maintaining sufficient staff levels, with close attention to the retention of both gender balance and representation in a variety of roles within the Cell;
  10. Performing other duties as assigned.
