Job Overview:
The Chief of the Debt and Development Finance Branch is responsible for formulating and implementing the substantive work programme of the branch. This role involves overseeing the management of activities, ensuring timely execution of programmed activities, and coordinating work across various areas within the division and with other UN organizations. The Chief will lead the branch's work programme, supervise different work units, and provide substantive reviews of drafts prepared by others. The position also entails preparing reports for intergovernmental bodies, ensuring high-quality outputs, and assisting the Director in resource allocation and priority setting. The Chief will manage administrative tasks, recruit staff, foster teamwork, and represent the division at various meetings, providing expertise on substantive issues.
Duties and Responsibilities:
The Chief will lead and supervise the work programme of the Debt and Development Finance Branch, coordinating activities across different units and UN agencies. Responsibilities include preparing reports for intergovernmental bodies, ensuring high-quality standards for outputs, assisting in the preparation of the work programme, managing budgets, evaluating staff performance, and conducting interviews for job openings. The Chief will also manage and develop staff, organize meetings and seminars, and represent the division at international, regional, or national meetings. Additional duties may be assigned by senior management as needed.
Required Qualifications:
Candidates must possess a strong knowledge of sovereign debt issues, development finance, and their macroeconomic implications. They should demonstrate the ability to produce and review technical reports, apply UN regulations, and maintain professionalism in their work. Strong communication skills, teamwork, leadership capabilities, and sound judgment in decision-making are essential. The ability to foster a diverse and inclusive work environment is also crucial.
Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics, finance, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
A minimum of fifteen years of progressively responsible experience in policy-oriented research and advice related to external and domestic debt issues and development finance is required. Experience in managing and supervising a substantive research team is desirable, indicating a strong background in leading complex projects and teams.
Languages:
Fluency in English is required, while knowledge of French is desirable. Knowledge of another UN official language is also considered an asset, reflecting the multilingual environment of the United Nations.
