This position is located in the Public Service Innovation Branch (PSIB) in the Division for Public Institutions and Digital Government (DPIDG) of the Department of Economic and Social Affairs (DESA). DPIDG focuses on supporting countries in improving effective, accountable and inclusive institutions at all levels for internationally agreed development goals, including the Sustainable Development Goals (SDGs). Under the overall guidance of the Director of the Division, the Chief of Branch oversees the management of activities undertaken by the Public Service Innovation Branch (PSIB), which is responsible for promoting innovations and transformation in the public service and to equip the public service for the implementation of the 2030 Agenda and achievement of the SDGs.
More specifically, the incumbent: • Leads, supervises and carries out the substantive work programme of PSIB; manages activities of the Branch; ensures that the programmed activities including the preparation and servicing of Expert Group Meetings (EGMs) and the respective publications are carried out in a timely fashion; and coordinates the work of the Branch within the Division and Department, as well as with other organizations of the United Nations system as appropriate.
• Oversees policy Analysis on public service innovation through the Coordination of the annual United Nations Public Service Awards (UNPSA), Day and Forum (UNPSF); identifies key issues and themes arising from the legislative authority provided by the General Assembly and ECOSOC, as well as drawing on recommendations of the annual Sessions of the Committee of Experts in Public Administration (CEPA).
• Provides policy Advisory Services to governments in the areas of innovation in public service delivery. The incumbent will also provide independent policy advice to the Director on different issues.
• Supervises research and Data Collection and analysis of different dimensions of public service innovation.
• Ensures that the outputs produced by the Branch maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Branch meet required standards before completion to ensure they comply with the relevant mandates.
• Assists the Director in preparing the work programme of the Branch, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (Performance Documents), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Recruits staff, taking due account of geographical and gender balance.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Branch and across organizational boundaries.
• Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue related to public institutions and public service innovation or holds programmatic/substantive and organizational discussions with representatives of other institutions.
• Represents the Division at international, regional or national meetings.

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law, social sciences or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of fifteen years of progressively responsible experience in research and/or policy analysis in public governance, public institutions or related field is required.
Experience in managing complex programmes of work and large diverse teams is required.
Experience in government or international organizations in policy making is desirable.
Experience in the policy aspect of public service innovation is desirable.
English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.Assessment
