This position is located in the Economic Commission for Latin America and the Caribbean (ECLAC), in Santiago, Chile. The Chief of CELADE – Population Division reports to the Executive Secretary of ECLAC.

•Leads, supervises and carries out the work programme of the Division under his/her responsibility. Co-ordinates the work carried out by different work units under the Division and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others. Orients and monitors substantive activities of the Population Division.
•Establishes an maintains relations with national and international institutions and agencies, regional commissions and intergovernmental organizations; acts as Adviser to the Executive Secretary of ECLAC.
•Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
•Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. Coordinates the activities of technical secretariat of the Regional Conference on Population and Development in Latin America and the Caribbean and performs any other assignment requested by the Executive Secretary of ECLAC, including representation of the Commission at high level population meetings.
•Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Division under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
•Assists the Executive Secretary in preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (ePerformance), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
•Recruits staff, taking due account of geographical balance.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Division and strengthens the coordination and formulation of joint activities with other ECLAC Divisions and Units.
•Coordinates and organizes, technical cooperation projects, advisory missions, technical meetings, regional seminars, conferences, training activities, including the preparation of relevant substantive documentation, in order to meet ECLAC Member State’s needs and demands and issues related to social development and population issues.
•Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
•On behalf of the Executive Secretary, he/she represents ECLAC at international, regional or national meetings.

Advanced university degree (Master’s degree or equivalent) in business or public Administration, finance, accounting, law, social sciences or related area, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Advanced university degree (Master’s degree or equivalent) in economics or statistics or related area with specialization in demography or population is desirable.
A PhD in a related area is desirable.
A minimum of fifteen years of progressively responsible experience in population Analysis and research or related are is required.
Experience in demography or in population issues in Latin America and the Caribbean is required.
Experience providing technical assistance in the area of demography or population issues to national governments in the Latin America and Caribbean Region is required.
Experience leading projects related with demography or population issues is required.
Experience in coordinating the preparation of reports for presentation to intergovernmental bodies is desirable.
Experience establishing and maintaining institutional relationships with national governments and international organizations is desirable.
Experience in the preparation and implementation of a budget in the context of an international organization, such as the United Nations, is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and in English is required. Knowledge of French is desirable. Knowledge of Portuguese is desirable.
