In Zimbabwe, UNDP is implementing a five-year Country Programme Document (CPD) for 2022-2026, aimed at enhancing citizen engagement in democratic processes and facilitating access to skills and technologies for income generation.

Job Overview:
The CCM Ethics Associate plays a crucial role in supporting the Zimbabwe Country Coordinating Mechanism (CCM) in its operations, ensuring ethical leadership and conduct among its members. This position involves promoting ethical decision-making and adherence to the Code of Ethical Conduct, which is vital for the success of Global Fund programs in the country. The CCM Ethics Associate will work closely with the CCM Executive Secretary and leadership to coordinate national disease programs, focusing on ending epidemics and achieving Sustainable Development Goal

• The role requires monitoring CCM activities, providing guidance to members, and ensuring that ethical considerations are integrated into decision-making processes. Additionally, the associate will be responsible for managing conflicts of interest, ensuring compliance with policies, and addressing any breaches of conduct.

Duties and Responsibilities:

• Support Values and Principles driven actions and behaviours by monitoring CCM activities to ensure adherence to the CCM Code of Conduct, providing ongoing guidance to members, and ensuring training sessions are conducted.
• Ensure Conflict of Interest (CoI) management by maintaining updated CoI declarations, pre-screening meeting agendas, and supporting the CCM Chair in managing identified conflicts.
• Ensure adherence to Policies and Procedures by documenting the adoption of the Code of Conduct and reviewing governance documents periodically.
• Ensure accountability in case of alleged breaches of the code of conduct by promoting compliance with the Whistle-blowing Policy and supporting investigations into ethical misconduct.
• Ensure adherence to Protection from Sexual Exploitation Abuse and Harassment (PSEAH) policy by supporting the CCM in preventing and responding to SEAH, developing awareness campaigns, and providing expertise on PSEAH matters.

Required Qualifications:
The ideal candidate for the CCM Ethics Associate position should possess strong ethical leadership skills, excellent communication abilities, and a deep understanding of governance and ethical conduct in multi-stakeholder environments. The candidate should also demonstrate a commitment to promoting ethical decision-making and conflict of interest management. Familiarity with the Global Fund's policies and procedures, as well as experience in managing ethical issues in development programs, is essential. The candidate should be able to work collaboratively with diverse stakeholders and have a strong sense of integrity and accountability.

Educational Background:
A bachelor's degree in Social Sciences, public Administration, Law, or a related field is required. A master's degree in a relevant discipline would be an advantage. The educational background should include coursework or training in ethics, governance, and conflict of interest management.

Experience:
Candidates should have a minimum of 5 years of relevant experience in governance, ethics, or compliance roles, preferably within international development organizations or multi-stakeholder environments. Experience in managing ethical issues, conducting training, and working with diverse stakeholder groups is highly desirable. Familiarity with the Global Fund's operations and ethical standards is a plus.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Zimbabwe would be an asset, as it would facilitate communication with various stakeholders and enhance the effectiveness of the CCM Ethics Associate's role.

Additional Notes:
This position is a full-time role based in Harare, Zimbabwe. The contract duration is initially for one year, with the possibility of extension based on performance and funding availability. The CCM Ethics Associate will be expected to work collaboratively with national and international stakeholders and may involve some travel within the country for training and awareness campaigns. Compensation will be commensurate with experience and in line with UNDP standards.
