Job Overview:
The CCCM Program Officer will work under the supervision of the CCCM Program Coordinator and the National Project Officer. The primary responsibility of this role is to support the implementation of IOM CCCM programs. The officer will oversee the activities of the Community Resource Center (CRC), manage day-to-day operations, and ensure effective Coordination with local actors and community leaders. The role requires a proactive approach to Community Engagement, monitoring of project progress, and reporting on activities to ensure accountability and transparency in service delivery. The officer will also be responsible for facilitating communication between the site population and service providers, ensuring that the community is informed about available assistance and how to access it.

Duties and Responsibilities:
  • Ensure oversight of CRC activities in accordance with established Standard Operating Procedures and Terms of Reference.
  • Manage daily operations at the CRC and coordinate with staff and field assessment teams.
  • Support and supervise CRC staff and engage with local community leaders to foster project ownership.
  • Report on needs identified at the CRC to aid in the development of information materials.
  • Monitor and report on the workplan's progress, identifying any gaps or delays.
  • Conduct weekly reporting on activities and recommendations to the Supervisor and CCCM Mobile Team.
  • Participate in multi-sector needs assessments and service provision monitoring at the site level.
  • Establish feedback mechanisms for the site population to promote accountability.
  • Ensure effective governance systems are in place at the site, informing the population about available services. 1
  • Report any service delivery gaps or duplications promptly. 1
  • Undertake travel to ensure smooth implementation of tasks. 1
  • Engage in field monitoring and roving activities as required. 1
  • Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields, along with three years of relevant professional experience. Alternatively, candidates with a High School Diploma and five years of relevant experience will also be considered. Experience in Camp Coordination and Camp Management is mandatory, while experience managing mobile teams is desirable. Candidates should demonstrate strong engagement skills with community members and stakeholders, familiarity with local areas, and proficiency in participatory fieldwork methodologies.

Educational Background:
A Bachelor’s degree in relevant fields such as political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law is required. A High School Diploma with extensive relevant experience may also be acceptable.

Experience:
Candidates should have a minimum of three years of relevant professional experience, particularly in Camp Coordination and Camp Management. Experience in managing mobile teams and liaising with governmental authorities and Local Communities is highly desirable. Familiarity with participatory fieldwork methodologies is also beneficial.

Languages:
Fluency in English (oral and written) is required. A working knowledge of Pashto or Dari is essential, and fluency in all national languages is highly advantageous.
