Job Description

The Cash and Livelihood Information Management Technical Officer will act as the program national data focal point for Cash and Livelihood projects across Libya.  S/he will support all Data Collection, management, Analysis and reporting associated with a large-scale Cash and Livelihood programming. The Cash and Livelihood IM Technical Officer will work closely with the implementation team to ensure all data systems are running effectively and efficiently. They will line manage the Cash and Livelihood IM Technical Assistant and act as the IM unit head for Cash and Livelihood Projects.

The Cash and Livelihood IMTO will be responsible for assisting with the daily implementation of the programme and following up in the field and conducting visits and activities.

General responsibilities:

Compliance and adherence to NRC policies, guidance, and procedures

Coordinate the C&L activities according to strategy, proposals, and plans

Involve and inform communities and community leaders about the activities

Break down the annual operational plans into weekly, monthly, and quarterly implementation plans

Coordinate with relevant partners and resolve problems/issues if occurs

Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures

Supervise, train, and develop team

Prepare periodic progress reports and other documents as required

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC

Specific responsibilities:

Participate in Design and implementation of C&L assessments

Responsible for the day-to-day activities and ensure level of participation 

Develop and maintain positive relations with all parties

Ensure that the projects implemented are realized in a timely manner and as per the objectives and activities in the project work plan

Monitor and maintain quality C&L program

Process, document and archive all administrative processes

Critical Interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Core Competency Staff
  • M&E Department
  • Information Management Team

    Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:

    1. Professional Competencies



  • Bachelor’s degree or equivalent in Computer Science, IT, computer system Engineer, or related field
  • Minimum 2-3 years of experience responsible of information management or similar
  • Proven knowledge and experience creating and maintaining databases
  • Advanced knowledge in Excel and Access (or equivalent)
  • Background in mobile data collection (ODK, KOBOTOOL, etc.)
  • Experience in PowerBI and Queries is an asset
  • Experience with qualitative and quantitative data collection and analysis; Data Management techniques
  • Understanding of key privacy and information management ethical concerns and ability to manage information management activities within ethical guidelines

    Fluency in English, both written and verbal
