Background Information - Job-specific

The United Nations Department of Operational Support, Office of Supply Chain Management, UMOJA Coordination Service (UN DOS/OSCM/UCS) is responsible for implementing Supply Chain Management in support of the Departments of Peacekeeping Operations and Operational Support (DPO/DOS) missions as well as Special Political Missions (SPMs).

UCS plays an integral role in the global operations of the field missions. It is one of the fundamental infrastructure components that support the substantive work and the delivery of peacekeeping and special political missions’ mandates. Efficient and reliable logistics support is a core strategic, operational and tactical pillar of field missions and the United Nations at large. Therefore, ensuring that a robust and fault-tolerant supply chain infrastructure is in place to sustain operations is a necessary and permanent consideration.

The division is currently implementing an ‘end-to-end’ integrated supply chain management with a view to achieving DOS vision of a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency. The overall supply chain management process starts and ends with clients-development and management of consolidated demand/requirements of all clients and fulfillment of client’s requirements through strategic sourcing and delivery. The process is enabled by a robust performance management framework and supported by solution such as Umoja.

Umoja is the project approved by the General Assembly resolution 63/262 that aims at the transformation of the United Nations Secretariat by enabling high-quality, cost-effective service delivery to support the execution of evolving mandates everywhere the Organization operates.

Umoja, which means "unity" in Swahili, will unite the many support and administrative entities throughout the Secretariat, including in peacekeeping and field missions, through re-designed and common processes for the management of all financial, human and physical resources; a single integrated information system; and training of staff. The incumbent will be supporting project operations by managing a range of administrative tasks.

UNOPS has been requested to assist in the implementation of this activity for DOS/OSCM/UCS.

Functional Responsibilities

The results of work of the Capacity Building Senior Officer impacts on delivery of services that satisfy the requirements of the Department as well as the performance of the services implemented in the DOS/DPKO field missions and headquarters. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.

Under the overall supervision of the Senior Training Officer the incumbent works under the guidance and will report to the training lead or his/her designate and is responsible for the following duties:
  • Using the approved course outline, contribute to the creation of new e-learning content or update previous contents, for virtual training in line with given instructional content material.
  • Redact learning objectives and create assessments that are aligned to the predefined learning objectives based in instructional Design principles.
  • Create briefs, storyboards, SCORM video, audio scripts aligned with the predefined learning objectives; from raw recordings to postproduction
  • Evaluate existing and emerging technologies and their use in an instructional environment
  • Evaluate the latest adult learning methodologies and in different Instructional Design techniques to select the most appropriate ones that are best for different projects.
  • Perform all needed Q&A that assure the aimed level of quality of the final output/product.
  • Draft or create User Guides and Quick Reference guides to complement user’s online studies.
  • Analyze and estimate the effort to create an e Learning including all the different stages required.
Other Duties as requested:
  • Draft reports and prepare communications addressed to a diverse group of recipients within the UN system
  • Maintain accurate data/records of Training Courses and participants
  • Prepare reports on training statistics and other relevant information

Education/Experience/Language requirements

Education

  • Advanced University Degree (Master’s degree or equivalent) in one of the following disciplines: Computer Science, information technology, e-learning, business Administration, social sciences, psychology or business-related area such as education, logistics, finance or procurement.
  • A first level university degree with two additional years of experience can be considered in lieu of the Advanced University Degree.
Work Experience

  • A minimum of 2 years of progressively responsible experience in building online training materials is required.
  • Knowledge of any of the following Content Authoring Tools/Graphic Design tools: Adobe Captivate, Articulate Studio, Articulate Storyline, Camtasia, and Adobe Master Suite/Creative Cloud applications is highly desirable.
  • Experience with HTML, XML, JavaScript is a plus.
  • Knowledge of HTML5 and mobile learning is a plus.
  • Knowledge of LMS and creating AICC/SCORM compliant content that functions within an LMS is highly desirable.
  • Knowledge of Web-based Training (WBT) creation, along with creation of media such as audio, video, custom interactions, custom graphics is desirable.
  • Previous experience in Building SCORM compliant material is highly desirable
  • Ability to undertake research, gather information and provide technical advice on possible solutions would be an asset.
  • Experience working with the UN or international organizations is an advantage
  • Proficiency in Authoring tools, Multimedia and Graphic Design tools is highly desirable.

Language

  • Fluency in written and spoken English is required.
  • Fluency in one or more official UN languages is desirable.
