Job Overview:
The Budget and Human Resource Advisor will play a crucial role within the Directorate for Communications, specifically in the Central Management Unit (CMU). This position involves managing complex financial and human resource processes, providing strategic guidance, and ensuring compliance with OECD's financial and HR regulations. The advisor will work closely with the Head of CMU and corporate services to prepare the Directorate’s Programme of Work and Budget (PWB), monitor budgets, and prepare financial reports. Additionally, the role includes developing HR-related reports, advising on recruitment processes, and contributing to the overall staffing strategy of the Directorate. The advisor will also be responsible for fostering a collaborative and supportive culture within the team, ensuring effective communication and workflow management.

Duties and Responsibilities:
The main responsibilities of the Budget and Human Resource Advisor include:
  • Financial Management: - Provide financial and budget analysis to support the preparation and implementation of the Directorate’s PWB. - Monitor budgets and prepare financial reports for senior management. - Prepare cost estimates, spending plans, and official documents related to the PWB. - Guide managers on procurement processes and actively manage competitive procurement. - Develop and update internal financial management policies and procedures. - Ensure accurate financial records for audit purposes.
  • Human Resource Management: - Develop HR-related reports and dashboards for senior management decision-making. - Provide ongoing performance feedback and support staff development. - Identify Key Performance Indicators for strategic HR decision-making. - Contribute to recruitment planning and processes, participating as a panel member when needed. - Support the annual performance review exercise and provide guidance on performance management tools.
  • Other Responsibilities: - Contribute to the transformation of the OECD communications function. - Represent the CMU in various OECD-wide forums and foster collaboration. - Ensure compliance with the OECD’s Internal Control Framework and Financial Regulations.

Required Qualifications:
The ideal candidate should possess a university degree in business or public Administration, Human Resources management, finance, accounting, or a closely related field. A minimum of five years’ experience in human resources or financial management is required, preferably within an international organization. Knowledge of international organizational structures and regulations is advantageous. Proven project management experience and the ability to analyze quantitative and qualitative data are essential. Candidates should demonstrate strong communication skills, cultural sensitivity, and the ability to work effectively in a multicultural environment.

Educational Background:
Candidates must have a university degree in a relevant field such as business, public administration, human resources management, finance, or accounting. This educational background is crucial for understanding the complexities of financial and Human Resource Management within an international context.

Experience:
The position requires a minimum of five years of professional experience in human resources or financial management, ideally within an administrative service of a major national or international organization. Candidates should have experience in project management and the ability to handle conflicting requests and strict deadlines. Experience in collaborating within an international team is also essential.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with a willingness to learn the other language. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to communicate in a diverse environment.

Additional Notes:
The position is a two-year fixed-term appointment with the possibility of renewal. The monthly salary starts at 6,342 EUR, plus allowances based on eligibility, and is exempt from French income tax.
