Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.


The position is located in the Strategic Communications Unit (STRATCOM) within the Department of Communication and Public Information (DCOMM). DCOMM works with all headquarters departments and ILO field offices to deliver the global communication strategy and is responsible for ensuring a common approach to ILO communication. The role of STRATCOM is to ensure that key ILO content reaches external audiences in the most effective, efficient and strategic way through the appropriate channels, including social media, Marketing" id="link" class="link">Digital Marketing platforms and the web. It is also responsible for coordinating DCOMM’s advocacy efforts.

The position is primarily responsible for designing and implementing a plan to engage and expand ILO audiences through social media. It works closely with staff in STRATCOM and other units in DCOMM to ensure the social media output supports, complements and enhances the overall outreach effort of the Department. It is also responsible for ensuring social media guidelines are kept up to date in line with the latest trends. As such, it guides and supports other ILO departments and field offices in their social media efforts to promote a One ILO approach to communications.

The position reports to the head of STRATCOM.

Specific Duties

1.    Prepare ILO global social media engagement and content strategy in consultation with the head of STRATCOM and serve as focal point for its implementation.

2.    Establish and maintain networks to strengthen social media engagement and the uptake of ILO content, including with selected individuals, groups and organizations with a strong social media presence and links to the world of work; influencers; multilateral entities; and social media companies.

3.    Use the latest digital tools to create original multimedia content for the global ILO social media accounts, including but not limited to Twitter, Facebook, Instagram and LinkedIn.

4.    Prepare social media content to promote live ILO events.

5.    Anticipate and identify opportunities in the ILO calendar and the global news agenda to promote the ILO’s message and content on social media.

6.    Monitor and measure audience engagement with ILO social media content and channels and propose measures to improve performance, while anticipating and addressing potential reputational risks for the ILO.

7.    Provide ILO field offices and departments with ready-made material that can be shared regionally and locally, and reuse or repurpose material from other departments and the field when appropriate.

8.    Promote the consistent application of ILO social media and branding guidelines across all ILO social media outputs; maintain and update social media guidelines and related tools; and provide training and support to staff responsible for social media across the ILO.

9.    Keep up to date with the latest social media tools and platforms.

10.    Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Originate, write and edit information material for dissemination. Commission, write or edit brochures, posters, press kits, articles and/or Press Releases.
  2. Conduct original research for information projects and publications. Analyze and prepare briefing papers on meetings and activities of the organization. Provide senior communication and public information specialists with regular updates on upcoming meetings, conferences and seminars, and with press reviews of articles published in the international media.
  3. Develop automated databases and mailing lists of target audiences, and provide information through such means as press releases, interviews, features, audio/visual productions, etc.
  4. Maintain contacts with media representatives and others to promote the activities of the organization. Ensure that responses to direct or indirect requests for information about the work of the organization promote better understanding of its objectives and activities.
  5. Act as focal point for liaison with identified substantive offices, obtain ongoing information about their areas of activity, arrange for meetings of representatives of substantive units, and brief communication and public information specialists accordingly.
  6. Evaluate the effectiveness of approaches to reach the media and public, undertake active follow up to increase impact, and assist in the launching of promotional campaigns.
  7. Organize seminars, meetings and discussions with media representatives and other concerned parties, and reply to specific enquiries.
  8. Compile and maintain audio/video (A/V) libraries. Conduct research for A/V projects, propose programme formats and technical approaches, coordinate technical standards and ensure the production of language versions, and verify that production work has been completed and within approved budgets.

Required qualifications


First level university degree in Digital Media, communications, Journalism or other relevant discipline, or its equivalent.


Over five years of professional experience in developing digital content and implementing social media strategies at the national level, or three years at the international level.


Excellent command of one official language (English, French, Spanish) of the Organization and working knowledge of another official language.


In addition to the ILO core competencies, this position requires: Technical Excellent presentation skills. Good knowledge of the Organization’s mandate and its programme of activities. Ability to evaluate audience needs and to provide appropriate, balanced and targeted information accordingly.

Broad knowledge of the digital communication landscape and understanding of individual social media channels. Excellent writing skills with the ability to prepare social media copy. Ability to produce audio-visual material for social media channels. Ability to use Canva, Crello, Adobe Creative Suite and equivalent, or other programmes for content creation. Ability to collect and interpret user analytics across social Media Platforms. Understanding of Design principles and creative abilities.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.   • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
