This position is located in the United Nations Office on Drugs and Crime (UNODC), Regional Office for Central America and the Caribbean (ROPAN) in Panama City, Panama. Under the direct supervision of the UNODC ROPAN Programme Coordinator and the overall supervision of the UNODC ROPAN Representative, the incumbent will be responsible for the implementation and monitoring of a new national project in the field of Trafficking in Persons.

Within assigned authority, the Associate Programme Management Officer will be responsible for the following specific duties:
•Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, especially related to trafficking in persons, criminal justice reform etc.;
•Carry out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources on UNODC mandates.
•Assist in performing consulting assignments, in collaboration with the client, by planning facilitating thematic workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Participate in survey initiatives; issue data collection tools, review, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions.
•Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
•Provide administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.
•Participate in field missions, including provision of substantive and administrative support, data collection, etc.
•Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.)
•Coordinate steps related to the assigned project’s construction component from the design to the implementation, including coordination with engineers, architects and relevant vendors.
•Perform other work related duties as required.

Has knowledge of the social and political realities of Panama and the region. Is able to identify issues, analyze and participate in the resolution of issues/problems. Is able to assist with data collection using various methods. Has conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
A minimum of two years of professional experience in project/programme management in areas related to criminal justice reform is required. Working and/or living experience in Panama and/or the region is highly desirable. Experience with the United Nations or similar international organization is highly desirable.
No experience is required for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise and competency-based interview.
This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
