Job Description

This position is located in the Product Management Services (PMS), Enterprise Applications Development Unit (EAD), Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna /United Nations Office on Drugs and Crime (UNOV/UNODC). The incumbent will report directly to the Chief, EAD and work under the overall supervision of Chief, ITS.

Responsibilities

Within assigned authority, the incumbent will be responsible for the following specific duties: •Provide substantive support to the management of projects involving feasibility studies, business Analysis, Design, development and implementation of new, moderately complex systems, and/or, participate as a member of a development team with responsibility for major components of the more complex systems.

•Participate in the development of detailed system and other functional specifications and user documentation for major systems; develop functional specifications and system context diagrams as required.

•Provide support and guidance to business users, analyzing users’ requirements and translating business needs into technical solutions and corresponding technical user stories used throughout the development process; ensure business requirements are clearly identified and understood, as well as technically feasible.

•Facilitate effective project requirement discovery meetings while exhibiting confidence and extensive knowledge of business requirements and emerging technology standard methodologies.

•Organize and perform unit- and integrated testing, designing and utilizing test bases; assist users in acceptance testing.

•Participate in the development of training materials, operating and user manuals; conduct training sessions and demonstrations of systems for users •Research, analyze and evaluate new technologies and make recommendations for their deployment.

•Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.

•Participate in developing and maintaining information systems project plans, schedules, and budgets. Assist in identifying appropriate human and technical resources to complete projects, assist in assuring that deviations from project schedule are addressed and communicated, assist in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing quality assurance for all project deliverables.

•Manage the maintenances of systems, operational support for system’s applications, analysing and implementing system changes/upgrades, etc.

•Participate in facilitating communications between ITS and its clients for good client relations and is responsible for client accounts.

•Provide substantive support in managing the development of Service Level Agreements (SLAs) or Note for Files (NFF) between clients and ITS, for IT services, including charge back mechanisms.

•Provide guidance and work direction to assigned project team, and/or mentor and supervise the work of new/junior staff, contract staff, etc. Participate in planning and preparation of the budget, work programme and spending plan.

•Perform other work-related duties as may be required.

Has knowledge of Business Analysis best-practices required to assess and/or improve IT solutions, services or platforms. Has good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s). Education

An advanced university degree (Master's degree or equivalent) in Computer Science, information systems or other relevant discipline, is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Certified Project Management Professional (PRINCE2) is desirable.

Work Experience

A minimum of two years of progressively responsible experience in the area of IT project management and business analysis or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience with Business Process Modeling (BPM) or Business Process Model and Notation (BPMN) Tools, and UML (Unified Modeling Language) is required.

Experience drafting IT technical documentation and functional business requirements documentation is required.

Progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area is desirable.

Experience working with a team of software developers is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include a technical test and a competency-based interview.

This is an extra-budgetary post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
