Job Overview:
The Area Support Manager position at NRC Ukraine is a critical role that involves supporting the Area Programme Manager and Project Managers in the implementation of Support-related Standard Operating Procedures (SOPs). The successful candidate will be responsible for ensuring compliance with organizational guidelines and policies, managing the Master Support Budget, and providing input for donor proposals and reports. This position requires strong Coordination with the Country Office and other Support Departments, ensuring that support functions align with program plans. The Area Support Manager will also be tasked with optimizing support costs, managing staff performance, and may participate in fraud investigations or external representation as needed. The ideal candidate should either be based in Ukraine or possess the legal right to work in the country, demonstrating a commitment to the mission of NRC and the communities it serves.

Duties and Responsibilities:
The duties and responsibilities of the Area Support Manager include advising and supporting the Area Programme Manager and Programme Project Managers in the implementation of Support-related SOPs. The manager will ensure strong coordination with the Country Office and other Area Support Departments, acting as the focal point for this coordination. They will contribute to strengthening the implementation of Support SOPs, guidelines, policies, and procedures at the Area level. The Area Support Manager will oversee the implementation of identified risk mitigation measures, including conducting spot checks in line with Anti-Corruption risk Mapping. Under the guidance of the Country Office, they will ensure compliance with Securing Supporting Documentation (SSD) and manage data effectively. Additionally, the manager will lead the elaboration and regular updating of the Master Support Budget at the Area Office level, provide operational and support inputs into donor proposals and reports, and ensure alignment of Operational Support with program plans. They will drive the optimization of operational/support costs, manage the performance of relevant support staff, and lead any structural reviews for Area-level Support departments as required. The Area Support Manager will also participate in investigations of suspected fraud or misconduct and represent NRC externally when requested by the Area Manager.

Required Qualifications:
Candidates for the Area Support Manager position must possess a minimum of 4 years of experience in a middle management role, preferably within a humanitarian or Early Recovery context. They should have documented results related to the responsibilities of the position, demonstrating their capability to manage support functions effectively. Excellent communication, interpersonal, and reporting skills, both written and oral, are essential. The ideal candidate should be flexible, adaptable, and possess strong problem-solving skills, along with a good understanding of their own leadership skills and profile.

Educational Background:
A Bachelor’s or Master’s degree in a relevant field is required for this position. Acceptable fields of study include Humanitarian Management, Business Administration, Development Studies, Finance, Human Resources, Supply Chain, or similar disciplines. This educational background will provide the necessary foundation for understanding the complexities of support management in a humanitarian context.

Experience:
The position requires a minimum of 4 years of experience in a middle management role, ideally within a humanitarian or early recovery setting. This experience should include a demonstrated ability to manage support functions, coordinate with various departments, and ensure compliance with organizational policies and procedures. Candidates should be able to showcase documented results that relate to the responsibilities outlined in the job description.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. While Ukrainian and/or Russian language skills are considered an asset, they are not required. The ability to communicate effectively in English is crucial for coordinating with international teams and stakeholders, as well as for reporting and documentation purposes.

Additional Notes:
The duty station for this position is Kyiv, Ukraine, with a contract duration of 12 months. The role may require travel of approximately 20-25%.
