Central African Republic (CAR) is experiencing a humanitarian crisis, with more than 600,000 internally displaced, and 600,000 of refugees in neighbouring countries, and many more affected. NRC started the current country programme in CAR in February 2014 and is currently operating in three field offices: Berberati in the South West, Kaga Bandoro in the Centre North, and Alindao in the Southeast, as well as the capital office in Bangui. The Security situation is highly volatile and exceedingly difficult to predict. An electoral crisis is ongoing since mid-December 2020 with new non state armed groups coalition fighting against the Government and aiming to take over the control of the country.

The programme portfolio includes all five core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH, Shelter and Education, as well as Humanitarian Mediation and Community Based Protection programmes.

The Area Manager reports to the Director" id="link" class="link">Country Director and will be based in Alindao.

Roles and Responsibilities

  1. Line management for senior project staff and support functions in the area
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures
  4. Provide area specific input on CC strategies, Country Strategy and Plan of Action
  5. Organize grants opening and closure meetings at area level
  6. Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  7. Conduct regular field missions to monitor project implementation
  8. Establish a good working environment based on the NRC values
  9. Recruit local staff according to NRC policies
  10. Report to the Country Director any violations of NRC’s Personnel policies and Code of Conduct
  11. Coordinate NRC program activities with authorities, United Nations agencies and other national and international agencies/organisations in the area
  12. Identify, initiate and follow up on advocacy issues and actively promote the rights of returnees and internally displaced persons (IDPs) in the area, in close Coordination with the Country Director.

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Knowledge of the context in CAR is a plus
