Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapse by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads on average 200 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PUI is providing assistance to around 7 million people in 21 countries across Africa, Asia, the Middle East, Eastern Europe and France.

Humanitarian situation and needs:

Wide-scale violence and armed conflict erupted in Iraq in January 2014. In Anbar governorate, the cities of Ramadi and Falluja were particularly affected, the violence and its impact quickly grew. Also in June 2014, ISg, together with other armed groups, attacked and seized control of Mosul and large portions of northern Iraq, including areas of Diyala, Kirkuk, Ninewa, and Salah al-Din governorates. The Government of Iraq (GoI) has conducted multiple military operations since 2016 to regain control of territories held by ISg and announced in November 2017 that military operations had successfully concluded in their retaking of all Iraqi territory. Military operations in Mosul, Anbar and Salah Al-Din have led to ongoing massive internal displacements, serious and systematic violations of civilian protection and basic human rights, interrupted access to basic services, and put a severe strain on host communities. The country is now gradually moving from an emergency situation which required lifesaving operations to a post-conflict transition towards durable solutions. As per the HNO published by OCHA on November 2019, 5.67 million people are in need of humanitarian assistance, with 1.77 million in acute need. Half of them are concentrated in Ninewa and Anbar governorates. Furthermore, an estimated 2.8 million returnees continue to form a complex caseload for humanitarians, development actors, relevant government agencies and donors, with 1.2 million in acute resilience and recovery needs.

Our action in the field:

Present in Iraq since 1983 through Aide Médicale Internationale (AMI), and since 1997 through Première Urgence (PU), PUI (Première Urgence Internationale) brings help to vulnerable refugees, displaced persons as well as host communities (to avoid marginalization when the pressure on available resources becomes unbearable), in order to improve their living conditions and reinforce their resilience to enable them to regain dignity and autonomy. PUI’s objective in Iraq is to provide a humanitarian response to needs arising from movements of population through actions aimed at reinforcing the existing Health system, and providing Mental Health Psychosocial Support to the people in need, but also at providing access to Shelter, to drinking Water, Hygiene and Sanitation. Given the scale of the crisis and the needs observed, PUI emphasizes multiple sectoral interventions and develops as much as possible an integrated approach, keeping health the core sector of its intervention.

As part of our activities in Iraq, we are looking for a an Coordinator" id="link" class="link">Area Coordinator, Central and Southern Iraq in Baghdad.

The Area Coordinator is responsible for oversight of all programmes, operations, and safety and security of all staff under his/her area of responsibility. The Area Coordinator represents PUI to local stakeholders including authorities, donors, NGOs and other actors, monitors and analyses the humanitarian context and assesses needs accordingly in order to inform programmatic strategy.

At the time being, PUI activities in Central and South Iraq are concentrated in Baghdad and Anbar Governorates and operations managed through three bases in Baghdad, Ramadi and Haditha.

Main activities:

  • Safety: In collaboration with the Head of Mission, the Area Coordinator is responsible for the safety and security of all PUI staff, assets, and premises under his/her areas of operation.
  • Human Resources: S/he indirectly supervises all the teams under his/her area of responsibility, composed of national and international staff. S/he supports in the recruitments of CSI team, briefings of new staff and HR and ensures the needed follow-up.
  • Assessment/Strategy: S/he proactively monitors the context and humanitarian needs under his/her areas of responsibility, proposes, designs, and leads assessments and the development of appropriate interventions. S/he participates actively in the mission wide strategy development.
  • Programmes: S/he is accountable for an adequate definition and efficient implementation of the projects which are under the responsibility of the Deputy Area Coordinator for Programmes, and the Project managers at base level.
  • Representation: S/he Represent PUI within Iraq to partners, donors and duty bearers, and to promote an optimal operational space for pursuing PUI’s strategic priorities in Coordination with all relevant entities, espeically government authorities in Baghdad
  • Fundraising: S/he assists the Head of Mission and Deputy Head of Mission Programmes in donor relations and identification of fundraising opportunities, especially in his/her area of responsibility.
  • Coordination: S/he centralizes and disseminates information from/to the area and consolidates the internal and external reporting activities implemented in his/her field of operations before submitting them to the Head of Mission and Coordination. S/he ensures effective communication and dissemination of information between the area under her supervision and Coordination, among the field team and bases of operations.
Focus on 3 priority activities related to the context of the mission:

  1. Launching new needs and security assessments with the aim of enlarging the area of intervention of PUI in CSI.
  2. Ensuring high quality of programming by strengthening the integration of MEAL activities and findings in all sectors of intervention.
  3. Improving capitalization by implementing and following-up on lessons learnt and recommendations

Training and Experiences:



  • At least 5 years of experience in the humanitarian field. in multi-sectorial projects development and implementation;
  • At least 2 years of experience as Field Coo/Head of Base
  • Strong experience in Budget/Finance Management (cost-efficiency);
  • Strong experience of managing logistical processes;
  • Experience working with a variety of donors;
  • Experience in Safety Management
  • Skills and experience in developing of national staff capacity;
Knowledge and Skills:

Languages: English is mandatory, Arabic and Kurdish are desirable.

Mobility: The Area Coordinator will be based in Baghdad though required to travel frequently within the country (including to Erbil, PUI Iraq’s Coordination office) and especially to bases under his/her area of responsibility; Haditha and Ramadi

Proposed Terms:

  • Employed with a Fixed-Term Contract of 12 months.
  • Starting Date: 15th December 2020
  • Monthly gross income: from 2,420 Euros up to 2,750 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI.
  • Cost covered:Round-trip transportation to and from home / mission, visas, vaccines…
