Job Description

  The Department of Information Management and Technology (IMT) has an operational and strategic role. On the one hand, the Department provides relevant, quality, reliable, and cost-effective IT services for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (Administrative and Health Technical), capturing business needs, establishing and managing projects to address these requirements.

WHO current version of Oracle EBS (12.1.3) and some of its allied systems will have to be replaced as soon as possible. WHO is reviewing the options of replacing the current EBS on premise solution (GSM) with a cloud SaaS based Best-of-Breed and vertical solution - with a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard solution with minimum customizations will allow WHO to avail of modern technology including mobile access, Artificial Intelligence and business process automation, and to take advantage of any new technology and features added to the selected platform(s).

DESCRIPTION OF DUTIES

1. Promote, encourage and adopt out-of-the-box (standard product) functionality.

2. Facilitate and manage the definition of project scope, goals, planning of project timelines, project dependencies and deliverables for allocated projects and applications.

3. Coordinate the efforts of API integration project and team members, including third-party consultants to deliver allocated projects according to plan.

4. Collaborate with technical leads, acting as central point of contact for issue escalation and troubleshooting for allocated projects.

5. Ensure ongoing, accurate, timely project management reporting to project team members and responsible manager.

6. Oversee the investigation of options and recommend appropriate solutions to address requested functionality.

7. Act as escalation focal point for issues raised by relevant stakeholders relating to assigned integration projects.

8. Provide support for functional and technical direction of solutions around specific integration requirements.

9. Provide information and guidance on cross-module dependencies and on the impact of new/modified functions on existing or new functionality.

10. Assist in capturing system requirements, design and API prototype, API test scenarios, testing and liaison with Training team for allocated projects.

11. Coordinate, support and participate in testing and resolution of any issues or problems.

12. Implement new and enhanced solutions in accordance with the Release and Change Management Processes.

13. Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree (Masters level or above) in Business Administration, Computer Science, Engineering, or another related discipline relevant to the role.

Desirable:
  • Certification in Development on one of the following platforms (Oracle, AWS, Azure, Salesforce, Mulesoft, Axway, WebMethods, ServiceNow).
  • Project Management certification (e.g. Prince 2).
  • IT Infrastructure Library Certification (ITIL V3/V4).
  • Architect certification for a cloud provider.

Experience

Essential:
  • At least 7 years of professional experience, some of which must be at international level, in a project management, planning, design, development, deployment and improvement initiatives and support related roles, including at least 5 years of cross-functional ERP E-Business Suite or equivalent.
  • Experience in Integration Platform design, implementation and the technical quality as well as the operationalization of the integration solutions for large modernization/transformation projects.
  • Experience and understanding of DevOps and Application Implementation Methodology (A.I.M.).
  • Experience working with end-user clients and business-area process leaders of business functions to develop requirements for new and enhanced functionality.
  • Experience in producing technical documentation including user requirement documents proposals in response to project requirements.
  • Experience in advising delivery team on performance, scalability, reliability, monitoring and other operational concerns related to the integration solutions.
  • Demonstrable experience working within a team environment across business functions.
Desirable:
  • Relevant experience working for large multinational company or International Organization/UN agency in complex business and/or IT programmes or projects.
  • Experience in working in a multicultural team, supporting a global user base and working with outsourced service providers.
  • Relevant experience with WebMethods or MuleSoft or Axway , or any other API Management vendors.
  • Experience of WHO-specific GSM customizations.
  • Experience of WHO rules and procedures.
  • Experience of WHO computing environment.

Skills

  • Project Management expertise.
  • Good understanding of architecture principles and ability to simplify complex technical problems.
  • Knowledge of architecting distributed, multi-tier applications using an API Management Platform.
  • Ability to create conceptual end-to-end integration deliverables, technical specification documents and recommend high quality solutions for the API Management integration platform.
  • Ability to design reusable assets, components, standards, frameworks, and processes to support and facilitate API and integration projects.
  • Ability to create common data model and exception handling framework.
  • Knowledge of Messaging, Web API - SOAP, REST and authentication methods.
  • Strong knowledge of Data Management and Design, Lightning Design patters, Integration patterns, Automation flows.
  • Knowledge of MuleSoft or Axway or WebMethods or other integration platforms - Restful Apex services and API.
  • Capable of prioritizing own workload in a high pressure and time constrained environment.
  • Quality focused with excellent attention to detail.
  • Analysis and troubleshooting skills, with aptitude/sound judgment for creative Problem Solving.

Desirable:

  • Knowledge of PMCoE framework and tools.
  • Knowledge of ISTM Service Management best practices.
  • Knowledge of managing and/or working with teams including virtual and remote teams.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5138 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
