Overview of position

CTG is looking to contract an experienced Aircraft Dispatcher Services professional, the incumbent is to perform the tasks as mentioned below.

Role objectives

The Flight Dispatcher Service responsibilities include but are not limited to the following: Deliver services & support by providing effective airfield services for aircraft duly tasked as per Department of Field Services (DFS) Aviation Manual, ICAO standards & recommended practices, IATA rules & host country’s Aeronautical Information Publications (AIPs).

Support in providing updated briefing to aircrew & provide expertise with regard to the required information & data which has to be passed to aircrew scheduled to fly, as a minimum, the following data shall be briefed / provided.

ATC information review including airspace restrictions, NOTAMS, etc.

Weather review.

OPS specifics & restrictions.

Maps, physically verify (through ALO for military units) correct plotting of navigational information.

Support aircrew in obtaining all necessary information that will enhance safe & efficient flight operations.

Support in briefing aircrew that they are conversant with UN policy, flight safety procedures & latest applicable aviation standard requirements.

On request, provide assistance in routing, filing flight plans & weather information for flights outside the mission.

Before launching a flight, perform a review of the initial Risk Assessment to ensure risks are maintained at acceptable levels (management of change) & provide expertise accordingly.

Check that aircrew have performed their risk assessment before step time & report accordingly.

Coordinate with the appropriate carrier representative to obtain commercial aircraft load plans.

Deliver services & support air operations activities in compliance with DFS, SOP, UN directives, Chief MAOC & Chief Air Operations directives, ICAO, IATA & Malian civil aviation standards, practices, procedures & regulations.

Coordinate with various agencies such as air traffic control, handling service & air terminal to facilitate smooth operation of entire fleet.

Provide support for aircraft’s timely departure in accordance with published daily flight schedule & report, record all delays as well as the reasons.

Report any change, action or outstanding event that shall be recorded with times & accomplished actions in the logbook.

Provide expertise for aircraft & vehicle movements on the tarmac & ramp area which have to be conducted in accordance with the ICAO rules & regulations.

Monitor & verify refuelling of aircraft, the process conducted in safe manner.

Aircraft to include handling dangerous cargo as per established procedures.

Calculate & prepare appropriate forms for each cargo aircraft load.

Provide expertise concerning dangerous & special / sensitive cargo which has to be handled and controlled IAW all IATA & UN directives.

Assist boarding / disembarking process of aircraft on the ramp / HLS, advice that flight line procedures to be followed & aircraft I vehicles are following ramp movement rules & regulations.

Provide expertise for aircraft towing parking procedures.

Support the FOD control program, UN hangar & its cleanness.

Information control: Gather, process & disseminate all information to appropriate terminal functions to manage available resources to receive, documents, move passengers & cargo / mail. This includes scheduling bus & vehicle transportation for incoming aircrews & passengers, as required.

Report all aircraft mishaps & incidents to include, but not limited to, foreign object damage, damage incident to loading operations, & other aircraft damage to the Air Region Chief.

Immediately report to Chief Air Region of any unusual event or incident, Emergency, or other significant event involving aircraft. The Chief Air Region will in turn notify Chief Air Operations.

Notify the Air Operations with landing, block in, block out & take off time.

Additionally, provide advisories of any problems (i.e. maintenance, loading, etc.) that may impact an on time mission departure.

Perform other tasks related to aircraft dispatch activities.

Project reporting

This role reports to the Project Manager.

Key competencies - High school diploma & Technical Training in aviation related activities (Pilot, Air Traffic control, Flight Dispatcher), or graduation from equivalent military establishment or military / air traffic control training are required.

- Dispatcher license is required.

- Air Traffic Controller or other Pilot License is an advantage.

- At least 6 years of progressively responsible experience in aviation, with at least 2 years in occupation directly related to flight dispatch activities.

Team management This role has no team management responsibility.
