Overview of position

Our client in Mali Aviation operates the authorized fleet of 30 manned aircraft and 19 unmanned aircraft (Remotely Piloted Aircraft System RPAS/UAVs) from various countries of civil air carriers (under Long Term Air Charter Agreements) and Troop-Contributing Countries (TCC) of Military Aviation Units (under Letter of Assist (LOA’s)) in support of our client’s mandate approved by the UN Security Council over the Area of Operations (AO) and Area of Interest (AI).

The air assets assigned to our client are subject to strict control and close Coordination in order to ensure their most efficient and responsive utilization. Owing to the significant size of Mali, absence of road (wet season) and rail infrastructure, air operations are the heavily depended on, primary mode of support for the mission and sites through the utilization of mentioned air assets. To support Mission Concept of Operations (detailed in the Military and MSD Concepts) Military tactical, combat surveillance operations, CASEVAC/MEDEVAC response and urgent around clock air operational requirements beyond normal working hours and seven (7) days a week the Aviation Section is deployed in various locations within six (6) Air Regions and one Office within Sectors East, West and North.1 Our client’s Aviation Section HQ is composed of the Office of Chief Aviation Officer (CAVO) and five (5) units: the Air Operations Unit (including Mission Air Operations Centre (MAOC)), the Airfields & Air Terminals Unit (AATU), the Technical Compliance Unit (TCU), the Quality Assurance & Standardization Unit (QASU) and the Resource Planning and Performance Control Unit (RPPCU).

Furthermore, Aviation Section is extended with aviation offices in six (6) Air Regions: Bamako, Mopti, Timbuktu (Tombouctou), Gao including Menaka Office, Kidal, and Tessalit.

Role objectives

The service in support of the Quality, document, resources control and planning include but are not limited to the following: Deliver services in support of the Quality, document, resources control panning activities within the Section Provide technical expertise and assistance in the field of Aviation financial and budgetary management.

Provide technical expertise and assistance in preparation of the section proposed budget and Budget Performance report.

Provide analytical estimation and projection required funding for budgetary purposes.

Provide technical expertise and assistance on the control, monitoring and follow up of Aviation financial expenditure including follow up with Budget and Finance Section.

Provide technical assistance on the assessment and required activity implementation to the re- deploy of funds when required during the performance of the contract.

Provide technical expertise and assistance to maintain Aviation budget records, database, spreadsheet, files and portfolio of evidences complete and up to date.

Ensure aviation goods and services purchasing are in line with the Master Budget/Acquisition Plan.

Provide technical expertise and assistance in preparation of budget performance submissions.

Assists with technical expertise in the development and implementation of the Mission Aviation SOPs in compliance with current DPKO Aviation Manual, Host Nation Aeronautical Information Publications (AIPs), Annex 6 to the Chicago Convention and the CAA regulations of the country of registry of air carrier by making recommendations to the Officer.

Conducts internal audits in accordance with the approved unit's/section's Internal Audit Program and Internal Audit Plan.

Conducts random checks and inspections of civilian air operators and military aviation units.

Draft of Air operator flight, training or maintenance manual.

Aeronautical document control Provide advice on resources, organization, and operational processes on improvement of controls; Research and provide business ideas and concepts to integrate within aviation policies and standards to enhance quality systems; Participate in independent monitoring of activities to ensure that policy and operational standards are complied with through internal audits and reviewing programs; Recording of deviations from policy and operational standards with the necessary Analysis, and correction of such deviations; Review and follow up on corrective action plans and evaluation of recorded data and trends concerning policy and Aviation Safety standards; Monitor and improve Document Control and Information Management system by implementation of appropriate concepts on daily documentation workflow; Review and provide recommendations on Aviation SOPs development and improvement; Perform other task related to quality, document, resources control and planning activities.

University Degree/Qualification in Air Transport Business Administration and Management, Aeronautical Law and Legislation, Aeronautical Engineering, Air Traffic and Air Space Management, Aerodrome Engineer, Air Safety Management or graduation from the equivalent Military training organization is required.

Qualification on project management or financing and accounting, public administration, resources management is an advantage.


A minimum of three (3) years of progressively responsible experience in aviation industry including at least two (2) years in an occupation directly related to air transport operations and management (aeronautical law and legislation, air transport standard and regulations, Air Safety Management quality control, quality assurance, budget, Finance, operations and resources planning, project management, business administration and safety).

Team management Team management is not part of this role.
